| Abstrak (Bhs. Indonesia) | Etika berlalu lintas dan budaya bangsa serta agar ada penegakan hukum yang baik dan ada suatu kepastian hukum bagi masyarakat. Kewajiban pengendara motor guna menyalakan lampu utama di siang hari ini disebut program DRL (Daytime Running Lights) di atur Pasal 107 ayat 2 Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Penelitian ini bertujuan mengetahui efektivitas program penyalaan lampu utama (Daytime Running Lights) di siang hari pada sepeda motor di wilayah tertib hukum Purbalingga dan faktor penghambatnya. Penelitian ini menggunakan metode pendekatan secara yuridis sosiologis, dengan spesifikasi penelitian ini adalah deskriptif, dengan jenis dan sumber data sekunder dan analisis data dilakukan secara deskrtiptif kualitatif. Berdasarkan hasil penelitian dan pembahasan dapat disimpulkan bahwa pelaksanaan program penyalaan lampu utama (daytime running lights) di siang hari pada sepeda motor bertujuan untuk mengurangi angka kecelakaan khususnya sepeda motor. Dalam kenyataannya pelaksanaan program penyalaan lampu utama (daytime running lights) khususnya di wilayah tertib hukum Purbalingga masih belum efektif, hal ini didasarkan masih rendahnya kesadaran masyarakat sebagai pengendara sepeda motor yang melintas di Jalan Jenderal Soedirman Purbalingga tidak mematuhi peraturan penyalaan lampu utama di siang yang diatur Pasal 107 Undang-Undang Nomor 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, yang menegaskan kewajiban bagi pengendara kendaraan roda dua untuk menyalakan lampu di siang hari. Adapun faktor penghambat dalam efektivitas program penyalaan lampu utama (daytime running lights) di siang hari pada sepeda motor di wilayah tertib hukum Purbalingga antara lain : faktor penegak hukum yakni sikap aparat atau petugas yang cenderung emosional sering menimbulkan kesalahpahaman antara masyarakat dengan aparat. Faktor sarana dan prasarana yakni belum terpasangnya CCTV di sepanjang perempatan jalan. Faktor masyarakat yakni masih ada masyarakat yang kurang setuju dengan adanya peraturan kendaraan roda dua harus menyalakan lampu utama pada siang hari dengan alasan pemborosan. Faktor kebudayaan yakni kurangnya perilaku kesadaran hukum masyarakat akan pentingnya menyalakan lampu di siang hari untuk sepeda motor, padahal bertujuan untuk mengurangi angka kecelakaan khususnya sepeda motor. |

The obligation of motorcyclists to turn on their main lights during the day is called the DRL (Daytime Running Lights) program regulated in Article 107 paragraph 2 of Law Number 22 of 2009 concerning Road Traffic and Transportation. This study aims to determine the effectiveness of the daytime running lights program on motorbikes in the Purbalingga law enforcement area and the inhibiting factors. This study uses a sociological juridical approach, with the specification of this research being descriptive, with secondary data types and sources and data analysis carried out in a qualitative descriptive manner. Based on the results of the research and discussion, it can be concluded that the implementation of the program for turning on the main lights (daytime running lights) during the day on motorcycles aims to reduce the number of accidents, especially motorcycles. In reality the implementation of the program for turning on the main lights (daytime running lights) especially in the law and order area of Purbalingga is still not effective, this is based on the low level of public awareness as motorcyclists passing on Jalan Jenderal Soedirman Purbalingga do not comply with the regulations for turning on the main lights during the day which are regulated Article 107 of Law Number 22 of 2009 concerning Road Traffic and Transportation, which emphasizes the obligation for two-wheeled vehicle drivers to turn on their lights during the day. The inhibiting factors in the effectiveness of the program for turning on the main lights (daytime running lights) during the day on motorbikes in the law enforcement area of Purbalingga include: law enforcement factors, namely the attitude of officers or officers who tend to be emotional which often causes misunderstandings between the community and the authorities. The facility and infrastructure factor is that CCTV has not been installed along the intersection. The community factor is that there are still people who do not agree with the regulation that two-wheeled vehicles must turn on the main lights during the day for reasons of waste. The cultural factor is the lack of public awareness of the importance of turning on the lights during the day for motorcycles, even though the aim is to reduce the number of accidents, especially motorcycles. |
