| Judul Artikel | Relasi Aktor Dalam Implementasi Peraturan Bupati Nomor 62 Tahun 2022 Tentang Pengurangan Penggunaan Kantong Plastik Di Kabupaten Cilacap |
| Abstrak (Bhs. Indonesia) | Permasalahan sampah plastik di Kabupaten Cilacap memiliki salah satu jalan keluar dalam penanganannya melalui penerapan Program Cilacap Tanpa Kantong Plastik (CANTIK) yang telah diatur dalam Peraturan Bupati (Perbup) Nomor 62 Tahun 2022 tentang Pengurangan Penggunaan Kantong Plastik. Dalam implementasinya, diperlukan peran aktif aktor-aktor untuk mewujudkan tujuan dibentuknya Perbup tersebut. Tulisan ini bertujuan untuk menjelaskan relasi yang terjalin antar aktor-aktor politik dan apa saja faktor-faktor yang mendorong dan menghambat dalam proses implementasi kebijakan. Untuk mendukung tulisan ini, data dikumpulkan melalui wawancara, observasi, dan dokumentasi dari jurnal, buku, serta artikel media online. Tulisan ini menunjukkan hasil, pertama, relasi antar aktor politik dalam implementasi kebijakan terjalin melalui bentuk interaksi yang baik namun belum semuanya mengarah pada relasi yang bersifat asosiatif. Kedua, implementasi kebijakan ini didorong oleh (1) Dorongan kuat dalam menyukseskan program nasional pengurangan sampah plastik sebesar 30%; (2) Kemampuan DLH dalam menjalin kerjasama dengan bank sampah. Sedangkan faktor penghambatnya disebabkan oleh (1) Pelaksanaan sosialisasi yang tidak merata; (2) Sumber daya manusia para aktor non pemerintah yang rendah; (3) Belum meratanya komitmen dari pelaku usaha karena ketidaktegasan pemerintah dalam menegakkan sanksi; serta (4) Belum maksimalnya tugas dan peran yang dijalankan oleh setiap aktor. Dengan demikian, implementasi Perbup ini belum dapat dinyatakan berhasil atau efektif dikarenakan beberapa hambatan yang belum mampu diatasi dengan baik. Sehingga perlu ada komunikasi, sumber daya, disposisi, dan struktur birokrasi yang baik supaya Perbup ini mampu mewujudkan tujuan yang telah direncanakan. | Abtrak (Bhs. Inggris) | The problem of plastic waste in Cilacap Regency has one way out in handling it through the implementation of the Cilacap Tanpa Kantong Plastik (CANTIK) Program which has been regulated in Regent Regulation Number 62 of 2022 concerning Reducing the Use of Plastic Bags. In its implementation, the active role of actors is needed to realize the purpose of establishing the Regent Regulation. This paper aims to explain the relations that exist between political actors and what are the factors that encourage and hinder the process of policy implementation. To support this paper, data was collected through interviews, observation, and documentation from journals, books, and online media articles. This paper shows the results, first, the relationship between political actors in implementing policies is established through good forms of interaction, but not all of them lead to associative relations. Second, the implementation of this policy is driven by (1) a strong drive to succeed in the national program of reducing plastic waste by 30%; (2) DLH's ability to cooperate with waste banks. Meanwhile, the inhibiting factors were caused by (1) Uneven implementation of socialization; (2) Human resources of non-government actors are low; (3) Uneven commitment from business actors due to the government's indecisiveness in enforcing sanctions; and (4) the tasks and roles carried out by each actor have not been maximized. Thus, the implementation of this Regent Regulation cannot be declared successful or effective due to several obstacles that have not been able to be overcome properly. So there needs to be good communication, resources, disposition, and bureaucratic structure so that this Regent Regulation can realize the planned goals.
