| Abstrak (Bhs. Indonesia) | Penelitian ini dilatarbelakangi oleh adanya pandemi COVID-19 yang menyebabkan roda perekonomian masyarakat kabupaten Banyumas terhenti. Sektor perekonomian yang terdampak salah satunya UMKM, jadi pemerintah Kabupaten Banyumas perlu menekankan upaya pemberdayaan UMKM dalam rangka mengembangkan UMKM pada masa pandemi dan dapat memberikan kontribusi bagi perekonomian masyarakat terdampak COVID-19. Penelitian ini menggunakan metode penlitian kualitatif dengan pendekatan deskriptif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Teknik pemilihan informan menggunakan teknik purposive sampling dan accidental sampling. Teknik analisis data yang digunakan adalah model analisis interaktif. Hasil penelitian ini. Pertama, fase inisial, pemerintah melaksanakan program pemberdayaan UMKM belum optimal. Jumlah pelatihan di kabupaten Banyumas pada awal COVID-19 yang masih dikatakan sedikit, sedangkan pada masa pemulihan COVID 19 jumlah pelatihan meningkat. Tetapi program pelatihan masih belum menyeluruh kesemua bidang UMKM dan tujuannya tidak tercapai dengan optimal. Kedua fase partisipatoris, antusias UMKM sangat tinggi dalam memberikan saran program tetapi ruang untuk terlibat aktif masih sempit untuk UMKM yang tidak bergabung ke Aspikmas. Ketiga, fase emansipatoris, pelaku UMKM di kabupaten Banyumas masih belum menemukan kemampuannya untuk mengembangkan UMKM-nya di masa pandemi. Dilihat dari asset, volume usaha, dan sisa hasil usaha mengalami penurunan. |

| Abtrak (Bhs. Inggris) | This research is motivated by the COVID-19 pandemic which has caused the economy of the people of Banyumas district to stop. One of the affected economic sectors is MSMEs, so the Banyumas Regency government needs to emphasize efforts to empower MSMEs in order to develop MSMEs during the pandemic and be able to contribute to the economy of the people affected by COVID-19. This study used a qualitative research method with a descriptive approach with data collection techniques through observation, interviews and documentation. Techniques for selecting informants using techniquespurposive sampling andaccidental sampling. The data analysis technique used is an interactive analysis model. The results of this study. First, in the initial phase, the government implemented an MSME empowerment program that was not optimal. The number of trainings in the Banyumas district at the start of COVID-19 was still relatively small, while during the recovery period for COVID-19 the number of trainings increased. However, the training program is still not comprehensive in all fields of SMEs and the goals are not achieved optimally. The two phases are participatory, the enthusiasm of MSMEs is very high in providing program suggestions but the room for active involvement is still narrow for MSMEs who do not join Aspikmas. Third, the emancipatory phase, MSMEs in Banyumas district have not yet discovered their abilities to develop their MSMEs during a pandemic. Judging from the assets, business volume, and the remaining operating results have decreased. |
