| Judul Artikel | Pengaruh Transfer Dana Otonomi Khusus Terhadap Pendidikan dan Kesehatan di Provinsi Papua dan Papua Barat |
| Abstrak (Bhs. Indonesia) | Pembiayaan Dana Otonomi Khusus selama 20 tahun kepada Provinsi Papua dan Papua Barat dengan tujuan utama dari penerimaan tersebut adalah guna membiayai fasilitas pendidikan dan kesehatan, dinilai belum dimanfaatkan secara optimal. Pada sektor pendidikan maupun sektor kesehatan Provinsi Papua dan Papua Barat masih tertinggal dengan provinsi lain, bahkan berada di bawah angka rata-rata nasional. Penelitian ini bertujuan untuk menganalisis pengaruh Dana Otonomi Khusus terhadap pendidikan dan kesehatan melalui indikator Angka Partisipasi Murni dan Umur Harapan Hidup di Provinsi Papua dan Papua Barat. Metode yang digunakan dalam penelitian ini adalah alat analisis regresi data panel. Data yang diolah merupakan data sekunder dari 29 Kabupaten/Kota Provinsi Papua dan 13 Kabupaten/Kota Provinsi Papua Barat. Berdasarkan hasil penelitian dan analisis data dengan menggunakan regresi data panel menunjukkan bahwa: (1) Dana Otsus Provinsi Papua berpengaruh positif signifikan terhadap APM jenjang pendidikan SD, SMP, dan SMA di Provinsi Papua tahun 2006-2021, (2) Dana Otsus Provinsi Papua Barat berpengaruh positif tidak signifikan terhadap APM jenjang pendidikan SD, SMP, SMA di Provinsi Papua Barat tahun 2006-2021, (3) Dana Otsus Provinsi Papua berpengaruh negatif tidak signifikan terhadap UHH di Provinsi Papua tahun 2006-2021, (4) Dana Otsus Provinsi Papua Barat berpengaruh positif signifikan terhadap UHH di Provinsi Papua Barat tahun 2006-2021. Pemerintah perlu mengkaji ulang terhadap pengawasan dan pelaksanaan alokasi Dana Otonomi Khusus. Pemerintah dapat menyusun kembali peraturan mengenai tata cara perencanaan, pengalokasian, dan pertanggungjawaban penggunaan Dana Otonomi Khusus agar tidak terdapat penyimpangan ketidakpatuhan terhadap perundang-undangan dan tujuan Dana Otsus untuk meningkatkan kesejahteraan masyarakat Papua dan Papua Barat pun tercapai. |

Inggris) | Financing the Special Autonomy Fund for 20 years to the Provinces of Papua and West Papua with the main purpose of the revenue being to finance education and health facilities, is considered to have not been utilized optimally. In the education and health sectors, the provinces of Papua and West Papua are still lagging behind other provinces, even below the national average. This study aims to analyze the effect of the Special Autonomy Fund on education and health through the indicators of Net Enrollment Rate and Life Expectancy in the Provinces of Papua and West Papua. The method used in this study is a panel data regression analysis tool. The processed data is secondary data from 29 Regencies/Cities of Papua Province and 13 Regencies/Cities of West Papua Province. The results of this research shows that: (1) The Special Autonomy Fund for Papua Province has a significant positive effect on the NER for elementary, junior high and high school education levels in Papua Province in 2006-2021, (2) The Special Autonomy Fund for West Papua Province has an insignificant positive effect on NER for elementary, junior high school, high school education levels in West Papua Province in 2006-2021, (3) The Special Autonomy Fund for Papua Province has a negative and insignificant effect on UHH in Papua Province in 2006-2020 1, (4) The Special Autonomy Fund for West Papua Province has a significant positive effect on UHH in West Papua Province in 2006-2021. The government needs to review the supervision and implementation of the allocation of the Special Autonomy Fund. The government can rearrange regulations regarding procedures for planning, allocating and accountability for the use of the Special Autonomy Fund so that there are no deviations from non-compliance with laws and regulations and the purpose of the Special Autonomy Fund is to improve the welfare of the people of Papua and West Papua. |
