Indonesia) | Keberadaan Penyandang Masalah Kesejahteraan Sosial (PMKS) yang berada di berbagai sudut jalan Kota Bogor menjadi permasalahan serius yang berdampak pada masalah lain seperti menimbulkan keresahan pada masyarakat, memperjelas ketimpangan sosial, hingga mengganggu ketertiban umum. Peraturan daerah Nomor 8 Tahun 2009 Tentang Penyelenggaraan dan Penanganan Kesejahteraan Sosial di Kota Bogor dibentuk sebagai upaya dalam menghadapi permasalahan tersebut. Namun dalam implementasinya selama dua belas tahun, jumlah PMKS setiap tahunnya berubah secara fluktuatif dan belum mampu memberi perubahan signifikan yang mengindikasikan bahwa masih ditemukannya kendala dalam implementasi kebijakan tersebut. Dalam implementasi Perda tersebut terlihat pula adanya faktor-faktor yang dinilai mampu mendukung dan menghambat pelaksanaannya di lapangan. Kebijakan ditetapkan dan diselenggarakan oleh para aktor yang beragam di mana aktor-aktor yang terlibat saling mempengaruhi dalam pelaksanaan kebijakan ini. Interaksi dan relasi antar aktor tidak terjalin dengan baik sehingga pelaksanaan kebijakan kurang maksimal. Penelitan ini dilandasi paradigma konstruktivisme dengan perspektif institusionalisme, dan menggunakan metode kualitatif dengan pendekatan studi kasus. |

Inggris) | The existence of society with social welfare problems, as known as “Penyandang Masalah Kesejahteraan Sosial” (PMKS) who are in various street corners of Kota Bogor is a serious problem that has an impact on other problems such as causing unrest in the community, clarifying social inequality, and disrupting public order. Peraturan Daerah Nomor 8 Tahun 2009 Kota Bogor concerning the Implementation and Handling of social welfare was formed as an effort to deal with this problem. The policy has been implemented for twelve years, but the number of PMKS has fluctuatevely change every year and has not been able to provide significant changes that indicates the obstacles are still found in the implementation of the policy. In the implementation of the regional regulation, there are also factors that are considered capable of supporting and hindering its implementation in the field. Policies are determined and carried out by various actors where the actors involved may influence each other in the implementation of this policy. Interactions and relations between actors are not well established so that the implementation of the policy is not optimal. This research is based on the constructivism paradigm with an institutionalism perspective, and uses a qualitative method with a case study approach. |
