| Abstrak (Bhs. Indonesia) | Pemerintah Kabupaten Banyumas mengembangkan potensi program pendidikan di daerahnya melalui Peraturan Bupati Nomor 17 tahun 2012 Tentang Tata Cara-Cara Penganggaran, Pelaksanaan dan Penatausahaan, Pertanggungjawaban dan Pelaporan, Monitoring & Evaluasi, Hibah dan Bansos Sumber Dari APBD Kabupaten Banyumas. Program KBP dinilai memberikan kontribusi besar terhadap kemajuan Pendidikan di Kabupaten Banyumas. Penelitian ini menggunakan model implementasi kebijakan perspektif What’s Happening yang dikemukakan oleh Randall B. Ripley & Franklin mencakup beberapa aspek yaitu: Aktor yang terlibat, Kejelasan Tujuan, Perkembangan dan Kerumitan program, Partisipasi terhadap Program, Faktor – faktor yang mempengaruhi implementasi serta aspek aspek lain yang digunakan oleh Pemerintah Kabupaten Banyumas ketika menetapkan Surat Keputusan Bupati Banyumas Nomor 17 Tahun 2012 tujuan dari KBP . Metode penelitian yang digunakan adalah kualitatif deskriptif. Pemilihan informan menggunakan purposive sampling. Sasaran penelitiannya adalah Dinas Pendidikan Kabupaten Banyumas, SMP Penerima Program KBP, dan Orangtua murid penerima program KBP. Pengumpulan data dilakukan melalui wawancara mendalam, observasi dan dokumentasi. Analisis data dilakukan dengan metode analisis interaktif. Untuk mewujudkan keabsahan data, digunakan kriteria derajat kepercayaan, keteralihan, kebergantungan dan kepastian. Hasil penelitian ini menunjukkan bahwa implementasi program yang dipilih berdasarkan aspek Aktor yang terlibat program Kartu Banyumas Pintar bagi siswa sekolah menengah pertama di Kecamatan Purwokerto Timur Kabupaten Banyumas mempermudah jalannya program ditandai sudah komunikatif dan kooperatif dalam menerima program. Aspek Kejelasan Tujuan pihak sasaran penerima program sudah menggunakan sesuai peruntukkannya & sudah tepat sasaran pihak sekolah, Dinas Pendidikan Kabupaten Banyumas menjalankan tugasnya dalam menyalurkan bantuan program KBP. Aspek Perkembangan dan Kerumitan Program perilaku siswa menjadi lebih rajin, sosialisasi sudah dilakukan sesuai pedoman pelaksanaan program KBP oleh pihak sekolah dan Dinas Pendidikan. Berdasarkan aspek Partisipasi terhadap Program bentuk pengawasan dilakukan oleh Pihak Dinas Pendidikan, Sekolah & Orangtua dengan memantau pertanggungjawaban dana KBP, bukti kuitansi. Aspek Faktor – faktor yang mempengaruhi implementasi apabila ada penyelewengan maka akan diberikan sanksi berupa tidak diusulkan kembali menjadi penerima bantuan. Aspek yang digunakan untuk menerapkan program KBP berdasarkan keberhasilan kebijakan serupa di daerah lain yang di adopsi oleh Pemerintah Kabupaten Banyumas. Adopsi kebijakan serupa merupakan kriteria dalam Implementasi program KBP sebagai pengembangan potensi program kebijakan pendidikan di Kabupaten Banyumas. Inggris) | The Government of Banyumas Regency develops the potential of education programs in its area through Regent Regulation Number 17 of 2012 concerning Procedures for Budgeting, Implementation and Administration, Accountability and Reporting, Monitoring & Evaluation, Grants and Social Assistance Sources from the Banyumas Regency APBD. The KBP program is considered to have made a major contribution to the progress of education in Banyumas Regency. This study uses the policy implementation model from perspective of What's Happening proposed by Randall B. Ripley & Franklin covering several aspects, namely: Actors involved, Clarity of Purpose, Program Development and Complexity, Program Participation, Factors influencing implementation and other aspects that used by the Government of Banyumas Regency when establishing the Decree of the Banyumas Regent Number 17 of 2012 the purpose of KBP. The research method used is descriptive qualitative. Selection of informants using purposive sampling. The research targets were the Banyumas District Education Office, SMP recipients of the KBP program, and parents of students receiving the KBP program. Data collection was carried out through in-depth interviews, observation and documentation. Data analysis was carried out using interactive analysis methods. To realize the validity of the data, the criteria for the degree of trust, transferability, dependability and certainty are used. The results of this study indicate that the implementation of the program selected based on aspects of the actors involved in the Banyumas Smart Card program for junior high school students in East Purwokerto District, Banyumas Regency facilitates the running of the program, which is marked as communicative and cooperative in accepting the program. Aspects of Clarity of Purpose The target party receiving the program has used it according to its designation & has been right on target for the school, the Banyumas District Education Office carried out its duties in distributing KBP program assistance. Aspects of Development and Complexity Program student behavior has become more diligent, socialization has been carried out according to the guidelines for the implementation of the KBP program by the school and the Education Office. Based on the Participatory aspect of the Program, the form of supervision is carried out by the Office of Education, Schools & Parents by monitoring the accountability of KBP funds, proof of receipts. Aspects of the factors that affect implementation, if there is a deviation, a sanction will be given in the form of not being re-proposed to become a recipient of assistance. The aspects used to implement the KBP program are based on the success of similar policies in other areas adopted by the Banyumas District Government. Adoption of a similar policy is a criterion in the implementation of the KBP program as a potential development of educational policy programs in Banyumas Regency.
