| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan Program Bantuan Langsung Tunai (BLT) Dana Desa Di Kecamatan Tarub Kabupaten Tegal. Metode penelitian yang digunakan adalah metode kualitatif dengan teori implementasi dari beberapa tokoh yaitu Elmore (1979), Lipsky (1980), Hjern & David O'Porter (1981) yang telah diekstraksi oleh Nugroho (2003) yang meliputi empat aspek yang ditelaah yaitu (1) Identifikasi jaringan aktor yang terlibat, (2) Jenis Kebijakan Publik, (3) Kebijakan sesuai harapan masyarakat, dan (4) Prakarsa masyarakat. Hasil penelitian ini menunjukkan bahwa dari aspek jaringan aktor implementasi BLT-DD ini melibatkan birokrat level bawah dan masyarakat yang saling bekerjasama bagi kelancaran implementasi BLT-DD. Berdasarkan aspek jenis kebijakan, kebijakan ini merupakan kebijakan yang bersifat distributif. Dari aspek harapan masyarakat dalam kebijakan, program dapat membantu keluarga miskin untuk memenuhi kebutuhan dasar/pokoknya di masa pandemi. Sementara dari aspek prakarsa masyarakat menunjukan bahwa masyarakat ikut terlibat dalam proses pelaksanaan kebijakan. |

| Abtrak (Bhs. Inggris) | This esearch aims to find out how the implementation of the Village Fund Cash Direct Assistance (BLT) Program in Tarub District, Tegal Regency. The research method used in this study is a qualitative method by using implementation theory of several quadrangular figure Elmore (1979), Lipsky (1971), Hjern & David o' porter (1981) who have been extracted by nugroho (2003) which includes four aspect has been reviewed namely (1) Identification network, actors are involved, (2) Kind of public policy, (3) community expectations in policy and (4) community initiative. The results of this study indicate that from the aspect of the actor network implementing BLT-DD, it involves lower-level bureaucrats and the community who work together for the success of BLT-DD implementation. Based on the aspect of the kind of pulic policy, this policy is kind of distributive policy. From the aspect of community expectations in policy, the program can help poor families to meet their basic needs during a pandemic. Meanwhile, from the aspect of community initiatives, it shows that the community is involved in the policy implementation process. |
