| Judul Artikel | IMPLEMENTASI PERATURAN MENTERI DALAM NEGERI NOMOR 2 TAHUN 2016 TENTANG KARTU IDENTITAS ANAK (KIA) DI KECAMATAN KEMBARAN KABUPATEN BANYUMAS |

Indonesia) | Wujud kebijakan pemerintah dalam melindungi hak atas anak untuk mendapatkan identitas berupa Nomor Induk Kependudukan disingkat NIK dan mensejahterakan masyarakat serta memantau penduduk yang berusia di bawah 17 tahun adalah kebijakan Kementerian Dalam Negeri yang mengeluarkan Peraturan Menteri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak. Dalam penelitian ini peneliti ingin mengetahui bagaimana implementasi yang dilaksanakan dan sejauh mana upaya yang telah dijalankan oleh Kecamatan Kembaran kabupaten Banyumas dengan menggunakan teori Ripley dan Franklin. Tujuan penelitian ini adalah mendeskripsikan bagaimana Implementasi Peraturan Menteri Dalam Negeri Nomor 2 Tahun 2016 Tentang Kartu Identitas Anak Di Kecamatan Kembaran Kabupaten Banyumas. Penelitian ini menggunakan metode kualitatif deskriptif, dan menggunakan teknik purposive sampling untuk menentukan informannya. Untuk pengumpulan data melakukan wawancara, observasi, dan dokumentasi. Fokus penelitian ini menggunakan 2 aspek kajian yaitu kepatuhan dan apa yang terjadi. Hasil penelitian menunjukkan bahwa berdasarkan aspek kepatuhan Kecamatan Kembaran Kabupaten Banyumas sudah melaksanakan program sesuai dengan Peraturan Menteri Dalam Negeri Nomor 2 tahun 2016 akan tetapi masih belum optimal karena data mencatat baru 68% anak yang memiliki Kartu Identitas Anak. Dalam aspek apa yang terjadi dapat disimpulkan bahwa Kecamatan Kembaran Kabupaten Banyumas masih belum ada petugas khusus untuk melaksanakan program, hanya dibantu dengan staf pelayanan, operator sistem Kartu Identitas Anak yang bertugas mengumpulkan data dan mencetak Kartu Identitas Anak saja. Perlu dilakukan evaluasi secara berkala terhadap pelaksanaan program dan komunikasi terhadap masyarakat dalam hal ini sosialisasi yang diberikan kepada masyarakat juga harus secara berkala agar dapat mencakup seluruh masyarakat. |

In this study, the researcher wanted to know how the implementation was carried out and the extent of the efforts that had been carried out by the Kembaran District, Banyumas Regency using the Ripley and Franklin theory. The purpose of this study is to describe how the implementation of the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards in Kembaran District, Banyumas Regency. This research uses descriptive qualitative method, and uses purposive sampling technique to determine the informants. For data collection conducted interviews, observations, and documentation. The focus of this research uses 2 aspects of the study, namely compliance and what’s happening. The results showed that based on the compliance aspect, Kembaran District, Banyumas Regency had implemented the program in accordance with the Minister of Home Affairs Regulation Number 2 of 2016 but it was still not optimal because the data recorded that only 68% of children had Child Identity Cards. In the aspect of non-technical factors that can hinder or thwart the implementation of the program that has been designed, it can be concluded that Kembaran District, Banyumas Regency there is still no special officer to implement the program, only assisted by service staff, Child Identity Card system operators in charge of collecting data and printing Identity Cards. child only. It is necessary to periodically evaluate the implementation of the program and communication to the community, in this case the socialization provided to the community must also be carried out periodically so that it can cover the entire community. |
