| Judul Artikel | IMPLEMENTASI PROGRAM BINA KELUARGA REMAJA (BKR) DALAM UPAYA PENCEGAHAN PERNIKAHAN DINI DI KABUPATEN BANJARNEGARA |
| Abstrak (Bhs. Indonesia) | Latar Belakang :Pernikahan dini pada remaja saat ini menjadi masalah yang utama. Salah satu program di Indonesia yang diimplementasikan untuk menunda usia pernikahan adalah program Bina Keluarga Remaja (BKR) yang dikembangkan oleh BKKBN. Tujuan program BKR adalah pengendalian jumlah penduduk melalui strategi program Pendewasaan Usia Perkawinan (PUP). Penelitian ini bertujuan untuk mengetahui Implementasi Program Bina Keluarga Remaja (BKR) dalam Upaya Pencegahan Pernikahan Dini di Kabupaten Banjarnegara. Metodologi : Penelitian ini adalah penelitian deskriptif kualititatif dengan pendekatan studi kasus. Unit analisis dalam penelitian ini yaitu menggunakan metode purposive samplingyang terdiri dari 8 informan penelitian. Hasil Penelitian : 1) Input program BKR di Kabupaten Banjarnegara masih kurang antara lain jumlah PLKB dan kader BKR, tidak ada alokasi dana khusus untuk program BKR dan sarana prasana pendukung program BKR seperti Genre KIT masih terbatas. 2) Proses implementasi program BKR meliputi perencanaan, pengorganisasian, pelaksanaan dan monitoring. 3) Output Implementasi program BKR sudah berjalan tetapi untuk hasil capaian belum seimbang dengan target seperti belum semua desa terbentuk kelompok BKR, belum semua sasaran kelompok kegiatan BKR menjadi anggota BKR, dan jumlah anggota kelompok BKR belum semua aktif mengikuti kegiatan/penyuluhan BKR. 4) Faktor penghambat pelaksanaan program BKR di Kabupaten Banjarnegara yaitu kurangnya pastisipasi anggota BKR, kuantitas dan kemampuan SDM masih kurang, minimnya dana dan sarana prasarana. Kesimpulan :Pelaksanaan program BKR di Kabupaten Banjarnegara masih belum efektif dalam pencegahan pernikahan dini dilihat dari input sumber daya yang masih kurang dan output hasil capaian belum mencapai target. |
| Abtrak (Bhs. Inggris) | Background: Early marriage to adolescents is now a major problem. One of the programs in Indonesia implemented to delay the age of marriage is the Youth Family Development Program (BKR) developed by BKKBN. The aim of the BKR program is controlling population through the Marriage Age Maturing (PUP) program strategy. This study aims to determine the Implementation of Youth Family Development Program (BKR) in Early Marriage Prevention Efforts in Banjarnegara Regency. Methodology: This research is a qualitative descriptive study with a case study approach. The unit of analysis in this study is using a purposive sampling method consisting of 8 research informants. Research Results: 1) Input of BKR program resources in Banjarnegara District is still lacking, among others the number of PLKB and BKR cadres, there is no special allocation of funds for the BKR program and facilities for supporting BKR programs such as the KIT Genre are still limited. 2) The process of implementing the BKR program in Banjarnegara Regency includes planning, organizing, implementing and monitoring. 3) Output of the implementation of the BKR program in Banjanegara District has been running but for the results of the achievements have not been balanced with the target, among others, not all villages have formed BKR groups, not all BKR activity group targets have become BKR members, and the number of BKR group members has not all actively participated in activities / counseling BKR. 4) The inhibiting factors for the implementation of the BKR program in Banjarnegara Regency are the lack of participation by BKR members, the quantity and capability of HR still lacking, the lack of funds and infrastructure. Conclusion: The implementation of the BKR program in Banjarnegara District has not been effective in preventing early marriage as seen from the lack of input of resources and the output of achievements has not reached the target. |
