| Abstrak (Bhs. Indonesia) | Upaya pemulihan sektor pariwisata oleh Menteri Pariwisata dan Ekonomi Kreatif Sandiaga Uno ada tiga strategi yang diterapkan untuk mempercepat pemulihan pariwisata, strategi tersebut yaitu inovasi. Kemudian adaptasi hal yang harus diterapkan karena semua pihak harus bisa beradaptasi dengan kondisi pandemi Covid-19 yaitu dengan terus meningkatkan penerapan ‘CHSE' alias Cleanliness (Kebersihan), Health (Kesehatan), Safety (Keamanan), dan Environment (Ramah lingkungan). Hal ketiga adalah kolaborasi. Semua pihak harus digandeng untuk bekerjasama mencapai tujuan yaitu pemulihan ekonomi pariwisata. Dalam pemulihan ekonomi pemerintah mengeluarkan Peraturan Pemerintah No. 43 tahun 2020 tentang perubahan atas Peraturan Pemerintah No. 23 Tahun 2020 tentang pelaksanaan program pemulihan ekonomi nasional dalam rangka mendukung kebijakan keuangan negara untuk penangan pandemi Corona Virus Disease 2019 (Covid-19) dan/ atau menghadapi ancaman yang membahayakan perekonomian nasional dan/ atau stabilitas sistem keuangan serta penyelamatan ekonomi nasional. Tujuan kebijakan tersebut memulihkan ekonomi secara nasional akibat adanya pandemi. Dalam menjalankan peraturan tersebut, di sektor pariwisata terbit Peraturan Menteri Pariwisata dan Ekonomi Kreatif No. 12 Tahun 2020 tentang rencana strategis Kementerian Pariwisata dan Ekonomi Kreatif. Salah satu tujuan permen tersebut dalam sektor pariwisata adalah meningkatkan kontribusi pariwisata dan ekonomi kreatif terhadap ketahanan ekonomi nasional serta untuk mengoptimalkan penyelenggaraan tugas pemerintahan di bidang pariwisata dan ekonomi kreatif. Tujuan dari penelitian ini yaitu untuk memahami strategi pemulihan sektor pariwisata di Baturraden selama pandemi Covid-19. Metode yang digunakan dalam penelitian ini yaitu kualitatif. Pemilihan informan menggunakan teknik purposive sampling. Pengumpulan data menggunakan wawancara, observasi, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa strategi pemulihan pariwisata Lokawisata Baturraden yang dilakukan oleh Dinporabudpar Kabupaten Banyumas sudah baik dengan memprioritaskan faktor keamanan dan kenyamanan pengunjung, meskipun pelaksanaannya belum maksimal. Pembangunan Tamn Botani memiliki beberapa prospek yang mendukung pemulihan ekonomi daerah. Anggaran untuk pelaksanaan program pemulihan pariwisata Lokawisata Baturraden oleh Dinporabudpar Kabupaten Banyumas dianggarkan melalui Pemulihan Ekonomi Nasional (PEN) yang merupakan program dari Pemerintah Pusat untuk menggalakan kegiatan pariwisata. Dinporabudpar Kabupaten Banyumas menerjunkan petugas untuk mengawasi kegiatan pariwisata di Lokawisata Baturraden sedangkan pengawasan Pembangunan Taman Botani menggunakan pihak ketiga. Sumber Daya Manusia yang digunakan dalam pelaksanaan pembangunan ini menggunakan tenaga ahli yang sesuai dengan perencanaan pembangunan demi keberhasilan pembangunan. |

Inggris) | The Minister of Tourism and Creative Economy, Sandiaga Uno, has implemented three strategies to accelerate the recovery of tourism, namely innovation, Then the adaptation of things that must be done because all parties must be able to adapt to the conditions of the COVID-19 pandemic, namely by continuously increasing the application of "CHSE," aka Cleanliness, Health, Safety, and Environment. The third thing is collaboration. All parties must cooperate to achieve the goal of tourism's economic recovery. In the economic recovery, the government issued Government Regulation no. 43 of 2020 concerning amendments to Government Regulation no. 23 of 2020 concerning the implementation of the national economic recovery program to support state financial policies for handling the Corona Virus Disease 2019 (Covid-19) pandemic and/or facing threats that endanger the national economy and/or financial system stability and save the national economy. The policy aims to restore the national economy damaged by the pandemic. In carrying out these regulations in the tourism sector, the Minister of Tourism and Creative Economy Regulation No. 12 of 2020 concerning the strategic plan of the Ministry of Tourism and Creative Economy. One of the goals of the regulations in the tourism sector is to increase the contribution of tourism and the creative economy to national economic resilience and to optimize the implementation of government tasks in the tourism and creative economy. The purpose of this study is to understand the recovery strategy of the tourism sector in Baturraden during the COVID-19 pandemic. The method used in this research is qualitative. Selection of informants using a purposive sampling technique Using interviews, observations, and documentation studies, we collect data. The results of this study indicate that the tourism recovery strategy for Baturraden Lokawisata carried out by the Banyumas Regency Dinporabudpar is good by prioritizing the safety and comfort of visitors, although its implementation has not been maximized. The development of the Botanical Gardens has several prospects that support regional economic recovery. The budget for the implementation of the Baturraden Lokawisata tourism recovery program by the Banyumas Regency of Dinporabudpar is budgeted through the National Economic Recovery (PEN), which is a program of the Central Government to promote tourism activities. The Banyumas Regency Dinporabudpar deployed officers to oversee tourism activities at the Baturraden Lokawisata while the supervision of the Botanical Garden Development was done by a third party. The human resources used in the implementation of this development use experts by development planning for the success of the development. |
