| Abstrak (Bhs. Indonesia) | Artikel hasil penelitian ini bertujuan untuk mengidentifikasi dan menjelaskan aktor-aktor yang terlibat, memahami dan mendeskripsikan relasi aktor dalam pengembangan wisata industri kreatif di Kota Tasikmalaya, serta mengetahui dan mendeskripsikan faktor pendukung dan faktor penghambat relasi aktor dalam pengembangan wisata industri kreatif di Kota Tasikmalaya. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif institusionalisme dan paradigma konstruktivisme, hasil penelitian tersebut mengungkapkan bahwa terkait dengan relasi aktor dalam pengembangan wisata industri kreatif di Kota Tasikmalaya terdapat banyak aktor atau stakeholder yang terlibat, yang mana aktor-aktor tersebut terbagi menjadi aktor primer dan aktor sekunder berdasarkan peran dan kontribusi yang sudah dilakukan yang berdampak pada industri kreatif di Kota Tasikmalaya. Dalam hal ini, aktor-aktor yang dimaksud adalah Dinas UMKM, Perindustrian, dan Perdagangan; Dinas Kepemudaan, Olahraga, Kebudayaan, dan Pariwisata; Komisi II DPRD; dan Tasik Creative and Innovation Committee (TCIC). Aktor-aktor tersebut terdiri dari aktor yang berasal dari internal pemerintah dan eksternal pemerintahan. Relasi aktor yang terjadi dalam pengembangan wisata industri kreatif di Kota Tasikmalaya merupakan hubungan dalam bentuk kerja sama. Dalam hal ini hubungan kerja sama yang dimaksud adalah antara Dinas Pariwisata dengan TCIC dan Dinas Perdagangan dengan Komisi II DPRD. Kerja sama tersebut menciptakan hubungan yang kuat antar aktor terkait. Namun di sisi lain terdapat hubungan yang belum terjalin dengan aktor yang lain seperti belum adanya kerja sama antara Dinas Perdagangan dengan Dinas Pariwisata meskipun keduanya memiliki tugas dalam pengembangan industri kreatif di Kota Tasikmalaya. Selain itu, dalam relasi aktor tersebut terdapat faktor pendukung dan faktor penghambat. Faktor pendukung relasi aktor dalam pengembangan wisata industri kreatif di Kota Tasikmalaya diantaranya adanya jalinan hubungan yang kuat antara Dinas Perdagangan dan Komisi II DPRD serta sumber daya manusia yang kreatif di Kota Tasikmalaya. Adapun faktor penghambat relasi aktor dalam pengembangan wisata industri kreatif di Kota Tasikmalaya diantaranya belum terjalin komunikasi yang sempurna antara Dinas Perdagangan dengan Dinas Pariwisata serta belum semua pengrajin produk unggulan Kota Tasikmalaya mendapat perhatian dari pemerintah. Dengan demikian, penelitian ini menunjukkan bahwa relasi aktor dalam pengembangan wisata industri kreatif di Kota Tasikmalaya terdiri dari banyak aktor yang terlibat baik dari aktor pemerintah maupun nonpemerintah, yang mana kedua jenis aktor ini terbagi ke dalam aktor primer dan aktor sekunder. |

Inggris) | This research article aims to identify and explain the actors involved, understand and describe the relationship of actors in the development of creative industry tourism in Tasikmalaya City, and know and describe the supporting factors and inhibiting factors of actor relations in the development of creative industry tourism in Tasikmalaya City. By using qualitative methods and Case Study approach in the frame perspective of institutionalism and constructivism paradigm, the results of the study revealed that related to the relationship of actors in the development of Tourism Creative Industries in the city of Tasikmalaya there are many actors or stakeholders involved, which the actors are divided into primary actors and secondary actors based on the roles and contributions that have been done that have an impact on the creative industries in the city of Tasikmalaya. In this case, the actors in question are the Department of MSMEs, industry, and Trade; Department of Youth, Sports, Culture, and Tourism; Commission II DPRD; and Tasik Creative and Innovation Committee (TCIC). These actors consist of actors who come from internal government and external government. Actor relations that occur in the development of Tourism Creative Industries in the city of Tasikmalaya is a relationship in the form of cooperation. In this case, the cooperation relationship in question is between the Tourism Office and TCIC and the trade office with Commission II of the DPRD. The cooperation created a strong connection between related actors. But on the other hand there is a relationship that has not been established with other actors such as the absence of cooperation between the Department of trade with the Department of Tourism although both have a task in the development of creative industries in the city of Tasikmalaya. In addition, in the relationship of these actors there are supporting factors and inhibiting factors. Factors supporting the relationship of actors in the development of Tourism Creative Industries in the city of Tasikmalaya include the existence of a strong relationship between the Department of trade and Commission II DPRD as well as creative human resources in the city of Tasikmalaya. The factors inhibiting the relationship of actors in the development of Tourism Creative Industries in the city of Tasikmalaya include not established perfect communication between the Department of trade with the Department of Tourism and not all craftsmen Tasikmalaya superior products received attention from the government. Thus, this study shows that the relationship of actors in the development of Tourism Creative Industries in the city of Tasikmalaya consists of many actors involved both from government and nongovernmental actors, which both types of actors are divided into primary actors and secondary actors. |
