| Abstrak (Bhs. Indonesia) | Pemerintah Kabupaten Banyumas bersama dengan lintas sektor terkait melaksanakan implementasi Kebijakan PPKM sejak Pandemi COVID-19 melanda Indonesia. Pada tahun 2021 kebijakan PPKM dilaksanakan dengan skala mikro yaitu hingga tingkat desa/kelurahan. Selain itu, klaster keluarga mulai muncul sejak pandemi terjadi di Kabupaten Banyumas pada tahun 2020 dan data kasus COVID-19 tingkat Desa/Kelurahan juga belum terhimpun secara komprehensif. Penelitian ini bertujuan untuk menganalisis implementasi Kebijakan PPKM Mikro di Kabupaten Banyumas tahun 2021. Penelitian ini menggunakan metode penelitian kualitatif dengan desain fenomenologi. Analisis data yang digunakan menggunakan content analysis dengan pendekatan thematic network. Penelitian ini dilaksanakan di Kabupaten Banyumas dengan jumlah informan sebanyak 8 orang. Informan tersebut terdiri dari informan utama dan informan pendukung. Berdasarkan hasil wawancara mendalam yang dilakukan kepada seluruh informan, didapatkan lima belas sub tema. Sub tema tersebut meliputi: 1) Pelaksanaan Kebijakan PPKM Mikro mengacu pada peraturan pusat; 2) Penegakan ketentuan kebijakan dilakukan untuk menekan kendala; 3) SDM mengalami keterbatasan kualitas dan kuantitas yang mempengaruhi beban kerja; 4) Kurangnya sumber dana; 5) Kekurangan fasilitas; 6) Faktor resiko mempengaruhi kebijakan PPKM Mikro; 7) Kebijakan PPKM Mikro mampu menekan angka kasus COVID-19; 8) Hasil Implementasi Kebijakan PPKM Mikro memerlukan waktu yang lama; 9) Resistensi masyarakat menjadi tantangan kebijakan; 10) Pelanggaran protokol kesehatan masih ditemukan; 11) Implementasi kebijakan PPKM Mikro dipengaruhi oleh kondisi ekonomi dan sosial masyarakat; 12) trategi pemimpin; 13) Strategi pelaksana teknis kebijakan; 14) Hambatan dan rekomendasi isi kebijakan; 15) Hambatan dan rekomendasi lingkungan implementasi kebijakan. Implementasi kebijakan PPKM Mikro di Kabupaten Banyumas mengalami hambatan berdasarkan analisis isi dan lingkungan implementasi kebijakan, sehingga rekomendasi kebijakan ditujukan sebagai upaya perbaikan terhadap hambatan yang ditemukan di lapangan. |

| Abtrak (Bhs. Inggris) | The Banyumas Regency Government together with related sectors has implemented the PPKM Policy since the COVID-19 Pandemic happened in Indonesia. In 2021 the PPKM policy implemented on a micro-scale, until the village level. Besides, family clusters have started to emerge since the pandemic occurred in Banyumas Regency in 2020, and data on COVID-19 cases at the Village level also have not been comprehensively collected. This study aimed to analyze the implementation of the Micro PPKM Policy in Banyumas Regency 2021. This study uses a qualitative research method with a phenomenological design. Analysis of the data used using content analysis with a thematic network approach. This research was conducted in Banyumas Regency with 8 informants which is consisting of main informants and supporting informants. Based on the results of in-depth interviews with all informants, there were fifteen sub-themes. The sub-themes include: 1) Implementation of the Micro PPKM Policy refers to the central regulation; 2) Enforcement of policy provisions is carried out to reduce the obstacles; 3) HR has limited quality and quantity which affects the workload; 4) Lack of funding sources; 5) Lack of facilities; 6) Risk factors influence the micro PPKM policy; 7) Micro PPKM policy is able to reduce the number of COVID-19 cases; 8) The implementation’s result of the Micro PPKM Policy require a long time; 9) Community resistance is a policy challenge; 10) Violations of health protocols are still found; 11) The implementation of the Micro PPKM policy is influenced by the economic and social conditions of the community; 12) Leader strategy; 13) Strategy of technical implementer policies; 14) Barriers and recommendations for policy content; 15) Barriers and recommendations for policy implementation environment. The implementation of the Micro PPKM policy in Banyumas Regency experienced obstacles based on the analysis of the content and environment of policy implementation, so that policy recommendations were aimed at improving the obstacles found in the field. |
