| Abstrak (Bhs. Indonesia) | Sepak bola Eropa telah berkembang menjadi sebuah epicentrum sepak bola bagi seluruh dunia. Kesuksesan sepak bola Eropa tidak lepas dari peran UEFA sebagai badan asosiasi sepak Eropa. Salah satu kesuksesan UEFA dalam mengembangkan sepak bola Eropa adalah melalui kompetisi liga Eropa seperti Champions Legaue, Europa League, dan UERO yang sukses menarik perhatian bagi seluruh pecinta sepak bola di dunia. Namun dibalik kesuksesan kompetisi sepak bola Eropa dikotori dengan tindakan rasisme yang kerap dilakukan oleh beberapa aktornya. UEFA telah melakukan berbagai upaya untuk mengatasi permasalahan rasisme dalam sepak bola Eropa. Diciplinary regulation merupakan salah satu contoh upaya UEFA dalam mengatasi rasisme, peraturan ini resmi dikeluarkan melalui Statuta UEFA yang baru ditambahkan pada tahun 2013. Perilaku mengenai rasisme diatur dalam BAB II, Pasal 14 mengenai racism and other discriminatory conduct. Penelitian ini akan membahas mengenai legalisasi diciplinary regulation UEFA dalam mengatasi permasalahan rasisme pada kompetisi sepak bola Eropa. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana upaya yang dilakukan oleh UEFA dalam mengatasi permasalahan rasisme di kompetisi sepak bola Eropa melalui diciplinary regulation, sebagai hukum internasional yang mengatur masalah kedisiplinan dalam sepak bola Eropa. Teori yang digunakan adalah teori hukum internasional, sedangkan konsep yang digunakan adalah konsep legalisasi hukum atau perjanjian internasional. Teknik pengumpulan data yang digunakan berdasarkan dari sumber sekunder yang diperoleh secara tidak langsung dengan media perantara dalam bentuk dokumentasi. Hasil penelitian ini membuktikan bentuk karakter hukum dari diciplinary regulation sebagai upaya mengatasi permasalahan rasisme di kompetisi sepak bola Eropa. |
| Abtrak (Bhs. Inggris) | European football has developed into a football epicenter for the whole world. The success of European football cannot be separated from the role of UEFA as the governing body of European football. One of UEFA's successes in developing European football is through European league competitions such as the Champions League, Europa League, and UERO which have successfully attracted the attention of all football lovers around the world. However, the success of European football competitions is marred by acts of racism that are often carried out by several actors. UEFA has made various efforts to address the problem of racism in European football. Disciplinary regulation is one example of UEFA's efforts to overcome racism, this regulation was officially issued through the UEFA Statute which was just added in 2013. Behavior regarding racism is regulated in Chapter II, Article 14 concerning racism and other discriminatory conduct. This study will discuss the legalization of UEFA's disciplinary regulations in overcoming the problem of racism in European football competitions. The purpose of this study was to find out how the efforts made by UEFA in overcoming the problem of racism in European football competitions through disciplinary regulation, as international law that regulates disciplinary problems in European football. The theory used is the theory of international law, while the concept used is the concept of legalization of law or international treaties. The data collection technique used is based on secondary sources obtained indirectly by intermediary media in the form of documentation. The results of this study prove the legal character of disciplinary regulation as an effort to overcome the problem of racism in European football competitions. |
