| Abstrak (Bhs. Indonesia) | Artikel hasil penelitian ini bertujuan untuk mendeskripsikan dinamika konflik agraria yang terjadi antara BBWSSO dengan masyarakat Desa Wadas dan mendeskripsikan aktor-aktor yang terlibat dalam konflik. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif developmentalisme dan paradigma non positivisme, hasil penelitian tersebut mengungkapkan bahwa konflik yang terjadi di Desa Wadas sudah melalui 3 tahapan yaitu pra konflik, konfrontasi, dan krisis. Konflik tersebut masih berlangsung hingga penelitian berahir dan belum mencapai tahapan pasca konflik. Aktor yang terlibat dalam konflik politik agraria yang terjadi di Desa Wadas yaitu masyarakat yang tergabung dalam GEMPADEWA, Balai Besar Wilayah Sungai Serayu Opak (BBWSSO), Pemerintah Provinsi Jawa Tengah, Badan Pertanahan Nasional (BPN) Kabupaten Purworejo, Kepolisian Resor (Polres) Kabupaten Purworejo, Pemerintah Desa Wadas, dan dua Lembaga Swadaya Masyarakat yaitu Lembaga Bantuan Hukum (LBH) Yogyakarta, dan Wahana Lingkungan Hidup Indonesia (WALHI) Yogyakarta. Konflik politik agraria yang terjadi muncul akibat adanya perbedaan pandangan antara masyarakat dengan Balai Besar Wilayah Sungai Serayu Opak (BBWSSO) sebagai pemrakarsa Bendungan Bener dalam memanfaatkan serta memperuntukkan fungsi tanah seluas 145 hektare yang saat ini menjadi objek sengketa. |

Inggris) | The research-based paper aims at describe and understand the transformation of conflict between agrarian BBSWO and Wadas people and describes actors who get involve into political conflict in Wadas vilage. By using a qualitative method and research apporoach is case study approach in framework of the developmentalism perspective and non-positivism as paradigm, the result of the research reveals that the confict in wadas vilage has throught 3 steps, pra-conflict, confrontation, and crisis. The conflict is still ongoing until the rsarck ends and hasn’t yet reached the post-conflict stage. The actor who involved directly in political conflict which happens in wadas vilage incorporate GEMPADEWA, BBWSSO, the government of province Central Java, BPN of Purworejo, resort police of Purworejo, the government of Wadas Vilage, and two non-governmental organizations, such LBH (organisation of law helpers) of Yogyakarta and WALHI Yogyakarta. The agrarian political conflict that occurred in Wadas Village arose due to differences in views between the community and the Serayu Opak River Basin Center (BBWSSO) as the initiator of the Bener Dam in utilizing and allocating the function of the 145 hectares of land which is currently the object of dispute. |
