| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul Kinerja Program Keluarga Harapan Di Kecamatan Balige Kabupaten Toba Provinsi Sumatera Utara. Di dalam penelitian ini bertujuan untuk melihat dari kinerja dari program PKH dalam mencapai tujuan sesuai dengan yang diharapkan untuk menjadi lebih baik. Kinerja program PKH di Kecamatan Balige dapat dilihat dari berbagai aspek yaitu, produktvitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Tujuan kedua adalah untuk melihat dampak program PKH untuk masayarakat miskin atau masyarakat yang kurang mampu terutama dalam bidang pendidikan dan kesehatan. Penelitian ini merupakan penelitian kualitatif dimana teknik yang digunakan dalam pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Sumber data yang digunakan dalam penelitian ini sebanyak 3 orang penerima manfaat PKH, 1 orang pendamping PKH, dan 1 orang koordinator PKH di Kecamatan Balige. Pemilihan sumber data pada penelitian ini menggunakan purposive sampling. Kriteria sumber data yaitu penerima PKH, ibu hamil/memiliki anak usia dini, dan memiliki anak yang masih sekolah. Hasil penelitian ini menjelaskan bahwa kinerja organisasi sudah berjalan dengan baik seperti pada indikator produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Dengan adanya indikator tersebut mampu menggembangkan kinerja program PKH menjadi lebih baik dan mampu mensejahterakan rakyat yang kurang mampu. Dari beberapa indikator tersebut dan dari hasil wawancara dengan responden pelayanan program sudah cukup baik akan tetapi ada beberapa hal yang perlu diperhatikan lagi untuk mengurangi resiko kegagalan dalam kinerja PKH di Kecamatan Balige yang dapat menimbulkan efek yang kurang baik terhadap program PKH bagi masyarakat KPM. |

| Abtrak (Bhs. Inggris) | This research is entitled Performance of the Family Hope Program in Balige District, Toba Regency, North Sumatra Province. This study aims to see from the performance of the PKH program in achieving the expected goals to be better. The performance of the PKH program in Balige District can be seen from various aspects, namely, productivity, service quality, responsiveness, responsibility and accountability. The second objective is to see the impact of the PKH program on the poor or underprivileged communities, especially in the fields of education and health. This research is a qualitative research where the techniques used in data collection using interview, observation, and documentation techniques. The data sources used in this study were 3 PKH beneficiaries, 1 PKH assistant, and 1 PKH coordinator in Balige District. The selection of data sources in this study used purposive sampling. The criteria for data sources are PKH recipients, pregnant women/having early childhood, and having children who are still in school. The results of this study explain that the organization's performance has been running well as in indicators of productivity, service quality, responsiveness, responsibility and accountability. This indicator is able to develop the performance of the PKH program for the better and be able to prosper the underprivileged people. From these indicators and from the results of interviews with respondents, program services are quite good, but there are several things that need to be considered again to reduce the risk of failure in PKH performance in Balige District which can have an unfavorable effect on the PKH program for the KPM community. |
