Indonesia) | Penyelenggaraan pelayanan administrasi penduduk merupakan hal yang penting khususnya di masa pandemic, salah satunya sebagai sumber data untuk menyalurkan bantuan terhadap penduduk yang terkena dampak dari pandemic dengan cepat. Oleh sebab itu penyelenggaraan administrasi kependudukan dilakukan secara online sebagaimana diatur dalam Permendagri No 7 Tahun 2019. Pelaksanaan secara online di Disdukcapil Kabupaten Ciamis merupakan hal yang baru, maka perlu diketahui secara mendalam dalam implementasi kebijakan penyelenggaraan administrasi pendafataran penduduk secara online ini dapat meminimalisir penyebaran virus corona atau tidak, dan perlu diketahui juga kendala yang terjadi dalam pelaksanaanya serta upaya yang dilakukan oleh Disdukcapil Kab. Ciamis untuk tetap terselenggaranya pelayanan adminduk dapat terlaksana dengan tetap menjaga penyebaran virus corona. Metode pendekatan yang digunakan dalam penelitian ini adalah penelitian yuridis empiris dengan spesifikasi deskriptif analitsis. Sumber bahan hukum yang terdapat dalam penelitian ini berasal dari bahan hukum primer, sekunder dengan metode pengumpulan data berdasarkan wawancara secara komperhensif dengan metode snowball dan pengamatan, dan juga studi kepustakaan. Berdasarkan hasil penelitian, atas dasar kebijakan yang dikeluarkan Bupati Ciamis dalam Surat Edaran Bapak Bupati Ciamis Nomor 800-407/BKPSDM 4/2020 tentang Penyesuaian Sistem Kerja ASN Dalam Upaya Pencegahan Penyebaran COVID-19 Di Lingkungan Pemerintah Kabupaten Ciamis dan Surat Direktur Jenderal Kependudukan dan Pencatatan Sipil Kementerian Dalam Negeri RI Nomor 443.1/2978/Dukcapil hal Pelayanan Administrasi Kependudukan dan Pencegahan Virus Corona (COVID-19), kebijakan tersebut sebagai mengurang pencegahaan penyebaran virus COVID 19 dan juga sebagai pelaksana pelayanan secara online dengan memberhatikan protokol kesehatan yang telah ditentukan oleh pemerintah. Faktor-faktor yang mempengaruhi yakni: Pertama, faktor hukum, peraturan hukum sudah mengamanatkan Penyelenggaraan Kebijakan Pelayanan Administrasi Pendaftaran Penduduk Secara Online di Dinas Kependudukan Catatan Sipil; Kedua, faktor penegak hukum, bahwa para penegak hukum kepolisian harus menegakan hukum dan mengikuti asas-asas yang berlaku didalam menertibkan masyarakakat yang tidak menaati Larangan Berkerumun dan Mobilisasi Masyarakat sesuai SOP pelayanan Pembuatan Kartu Tanda Penduduk Elektronik; Ketiga, faktor Sarana dan Prasarana yang kurang mendukung; Keempat, faktor masyarakat, dukungan masyarakat dalam menjalankan SOP pelayanan Pembuatan Kartu Tanda Penduduk secara Elektronik demi mematahui protokol kesehatan,; dan Kelima, factor budaya hukum dan pengetahuan dalam Masyarakat yang masih awam teknologi; Tidak semua masyarakat memiliki Handphone android yang ada aplikasi WhatsApp; File susah terbacatidak jelas terbaca; jangka waktu pemenuhan kekurangan syaratterlalu lama. |

Inggris) | The implementation of population administration services is important, especially during a pandemic, one of which is as a source of data to quickly distribute assistance to residents affected by the pandemic. Therefore, the implementation of population administration is carried out online as regulated in Permendagri No. 7 of 2019. The online implementation at the Disdukcapil of Ciamis Regency is a new thing, so it is necessary to know in depth the implementation of the policy of administering the administration of online population registration to minimize the spread of the corona virus. or not, and it is also necessary to know the obstacles that occur in its implementation and the efforts made by the Disdukcapil Kab. Ciamis to keep the administration of administrative services can be carried out while maintaining the spread of the corona virus. The approach method used in this research is empirical juridical research with analytical descriptive specifications. The sources of legal materials contained in this study came from primary and secondary legal materials with data collection methods based on comprehensive interviews with the snowball and observation methods, as well as literature studies. Based on the results of the study, based on the policies issued by the Ciamis Regent in the Ciamis Regent Circular Number 800-407/BKPSDM 4/2020 concerning Adjustment of the ASN Work System in Efforts to Prevent the Spread of COVID-19 in the Ciamis Regency Government and the Letter of the Director General of Population and Registration Civil Service Ministry of Home Affairs RI Number 443.1/2978/Dukcapil regarding Population Administration Services and Corona Virus Prevention (COVID-19), this policy is to reduce the prevention of the spread of the COVID 19 virus and also to implement online services by observing the health protokols that have been determined by the government . And the first obstacle, legal factors, legal regulations have mandated the Implementation of the Online Population Registration Administration Service Policy at the Civil Registry Population Service; Second, law enforcement factors, that police law enforcers must enforce the law and follow applicable principles in bringing order to people who do not comply with the Prohibition of Crowding and Community Mobilization according to the SOP for the Electronic Identity Card Making service; Third, the lack of supporting facilities and infrastructure; Fourth, community factors, community support in carrying out SOPs for Electronic Identity Card Making services in order to comply with the Health protokol; and Fifth, the factor of legal culture and knowledge in a society that is still new to technology; Not all people have Android phones that have the WhatsApp application; Hard to read files not clearly legible; the period of fulfillment of the shortfall requirements is too long. |
