Indonesia) | Penelitian ini berjudul Transparansi Kebijakan Publik Terhadap Penyaluran Bantuan Sosial Bagi Masyarakat Terdampak Covid-19 (Studi Kasus Kelurahan Teluk Pucung Bekasi Utara). Judul tersebut dilatarbelakangi dengan adanya pandemi COVID-19 yang dengan sangat cepat tersebar luas diseluruh dunia, berdampak secara positif maupun negatif terhadap setiap individu, keluarga, maupun kelompok terkait pemenuhan kebutuhannya. Upaya telah dilakukan pemerintah dalam memenuhi kebutuhan masyarakat yaitu mengadakan Program Keluarga Harapan (PKH) dan mengalokasikan untuk bantuan sosial, salah satunya di Kelurahan Teluk Pucung Bekasi Utara. Namun pemerintah daerah belum memperhatikan betapa pentingnya transparansi pengelolaan keuangan daerah khususnya menyangkut bantuan sosial agar masyarakat dapat mengakses dan bisa menerima bantuan sosial. Tujuan penelitian ini yaitu untuk 1) mengetahui terkait bagaimana transparansi penyaluran bantuan sosial terhadap masyarakat terdampak COVID-19 di Kelurahan Teluk Pucung Bekasi Utara, 2) mengetahui apa saja faktor yang mempengaruhi transparansi kebijakan publik terhadap penyaluran bantuan sosial bagi masyarakat terdampak COVID-19 di Kelurahan Teluk Pucung Bekasi Utara. Metode penelitian yang digunakan yaitu yaitu dengan observasi, wawancara,dan dokumentasi. Penelitian ini menggunakan teknik validitas data triangulasi. Hasil dari penelitian ini yaitu transparansi kebijakan publik terhadap penyaluran bantuan sosial bagi masyarakat terdampak Covid-19 di Kelurahan Teluk Pucung belum maksimal. Hal tersebut dikarenakan masih terdapat ketidaksesuaian data dengan situasi di lapangan, dimana masyarakat yang sudah tidak seharusnya menerima bantuan sosial masih terdata sebagai penerima. Faktor-faktor yang mempengaruhi transparansi kebijakan publik dalam penyaluran bantuan sosial Covid-19 di Kelurahan Teluk Pucung, yaitu mengenai faktor standard, pihak Kelurahan Teluk Pucung belum secara maksimal melibatkan partisipasi masyarakat dalam penyaluran bantuan sosial. Selain itu faktor permohonan izin memperoleh hasil bahwa masyarakat masih memiliki kepercayaan terhadap pemerintah kelurahan. Mengenai faktor proses konsultasi, terdapat proses konsultasi antara pemerintah kelurahan dengan masyarakat, namun konsultasi tidak dilakukan secara langsung melainkan melalui perantara. Inggris) | This research is entitled “Transparency of public policy on the distribution of social assistance to the community” The title motivated by the existence of the COVID-19 pandemic which is rapidly spreading throughout the world, has a positive or negative impact on every individual, family, or group regarding the fulfillment of their needs. Efforts have been made by the government to meet the needs of the community, namely holding the Family Hope Program (PKH) and allocating for social assistance, one of which is in Teluk Pucung Village, North Bekasi. However, local governments have not paid attention to the importance of transparency in regional financial management, especially regarding social assistance so that the community can access and receive social assistance. The purpose of this study is to 1) find out about the transparency of the distribution of social assistance to communities affected by COVID-19 in Teluk Pucung Village, North Bekasi, 2) find out what factors affect the transparency of public policies on the distribution of social assistance to communities affected by COVID-19 in the Kelurahan. Pucung Bay, North Bekasi. The research method used is by observation, interviews, and documentation. This study uses a technique of triangulation data validity. The results of this study are that the transparency of public policies on the distribution of social assistance to communities affected by Covid-19 in Teluk Pucung Village has not been maximized. This is because there are still data discrepancies with the situation in the field, where people who are not supposed to receive social assistance are still listed as recipients. The factors that affect the transparency of public policies in the distribution of Covid-19 social assistance in Teluk Pucung Village, namely regarding standard factors, Teluk Pucung Village have not maximally involved community participation in the distribution of social assistance. In addition, the permit application factor results in the fact that the community still has confidence in the sub-district government. Regarding the factors of the consultation process, there is a consultation process between the kelurahan government and the community, but the consultation is not carried out directly but through intermediaries.
