| Abstrak (Bhs. Indonesia) | Penelitian tentang ekonomi politik yang berfokus pada implementasi kebijakan pembatasan produksi minuman beralkohol/ ciu tradisional di Desa Wlahar Kabupaten Banyumas ini bertujuan untuk: 1) mengetahui dan memahami dinamika Perda No.15 Tahun 2014 tentang Pengendalian, Pengawasan dan Penertiban Peredaran Minuman Beralkohol di Kabupaten Banyumas; 2) mengetahui dan mendeskripsikan dampak ekonomi berlakunya Perda No.15 Tahun 2014 tentang Pengendalian, Pengawasan dan Penertiban Peredaran Minuman Beralkohol di Kabupaten Banyumas dan khususnya bagi Desa Wlahar; 3) mengetahui dan menjelaskan strategi masyarakat Desa Wlahar dalam menyikapi berlakunya Perda Kabupaten Banyumas No.15 Tahun 2014. Melalui paradigma konstruktivisme dan perspektif strukturalisme, penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus dengan berlokasi di wilayah Kabupaten Banyumas, terkhususnya di Desa Wlahar Kabupaten Banyumas. Hasil penelitian ini mengungkapkan kenyataan bahwa kegiatan ekonomi politik melalui implementasi kebijakan pembatasan produksi minuman beralkohol/ ciu tradisional di Desa Wlahar Kabupaten Banyumas terdapat relasi kuasa. Dalam hal ini pihak-pihak yang memiliki kuasa akan diuntungkan yang meliputi: 1) DPRD Kabupaten Banyumas, lahirnya Perda tersebut sebagai wujud eksistensi DPRD dan memperkuat fungsi DPRD dalam legislatif; 2) Ibnu Salimi (PKS), yang merupakan inisiator Perda yang membawa isu berbasis Islami sehingga lahirlah Perda No.15 Tahun 2014; 3) Estiningrum (PDIP), merupakan ketua pansus raperda untuk memperkenalkan dirinya dan menarik simpati masyarakat karena dirinya akan mencalonkan diri pada Pemilu Legislatif 2014; 4)Paguyuban Jamu Tradisional dan Aparat, melindungi masyarakat Desa Wlahar yang memiliki usaha rumahan/ home industry ciu tradisional dengan uang iuran keamanan dari masyarakat tersebut. Sedangkan pihak yang dirugikan meliputi: 1)Masyarakat Desa Wlahar yang memiliki usaha rumahan/ home industry ciu tradisional; implementasi Perda membawa dampak ekonomi kepada home industry ciu seperti banyaknya razia, turunnya jumlah produksi, turunnnya pendapatan, dan sebagian home industry ciu harus gulung tikar. 2)Pemerintah Desa Wlahar, turunnya jumlah produksi ciu yang menyebabkan sebagian home industry ciu gulung tikar berdampak kepada banyaknya pegawai yang diberhentikan sehingga meningkatkan jumlah pengangguran di Desa Wlahar. Kesimpulannya dalam teori ekonomi politik terdapat siapa mendapat apa yang didalamnya terdapat relasi aktor, dimana ada aktor yang diuntungkan dan aktor yang dirugikan. |

Inggris) | Research on political economy which focuses on the implementation of the policy of limiting the production of traditional alcoholic/ciu drinks in Wlahar Village, Banyumas Regency aims to: 1) know and understand the dynamics of Regional Regulation No. 15 of 2014 concerning Control, Supervision and Control of the Circulation of Alcoholic Beverages in Banyumas Regency; 2) knowing and describing the economic impact of the enactment of Regional Regulation No. 15 of 2014 concerning Control, Supervision and Control of Alcoholic Beverage Circulation in Banyumas Regency and especially for Wlahar Village; 3) knowing and explaining the strategy of the Wlahar Village community in responding to the enactment of the Banyumas Regency Perda No. 15 of 2014. Through the constructivism paradigm and structuralism perspective, this study uses a qualitative research method with a case study approach located in the Banyumas Regency area, especially in Wlahar Village, Kabupaten Wlahar Banyumas. The results of this study reveal the fact that political economy activities through the implementation of the policy of limiting the production of traditional alcoholic/ciu drinks in Wlahar Village, Banyumas Regency have power relations. In this case the parties who have the power will benefit which includes: 1) Banyumas Regency DPRD, the issuance of the Regional Regulation as a form of DPRD existence and strengthening DPRD functions in the legislature; 2) Ibnu Salimi (PKS), who was the initiator of the regional regulation that brought Islamic-based issues to the fore, resulting in the birth of Regional Regulation No. 15 of 2014; 3) Estiningrum (PDIP), is the head of the Raperda Special Committee to introduce himself and attract public sympathy because he will run for the 2014 Legislative Election; 4) The Traditional Herbal Medicine Association and the Apparatus, protects the Wlahar Village community who have a home-based business/traditional ciu home industry with security fees from the community. While the aggrieved parties include: 1) Wlahar Village Community who have a home-based business/traditional ciu home industry; the implementation of the regional regulation has had an economic impact on the ciu home industry, such as the number of raids, a decrease in the number of production, a decrease in income, and some of the ciu home industry must go out of business. 2) Wlahar Village Government, the decrease in the number of ciu production which caused some of the ciu home industry to go out of business had an impact on the number of laid off employees, that increasing the number of unemployed in Wlahar Village. The conclusion in political economy theory there is who gets what in which there are actor relations, where there are actors who benefit and actors who are harmed. |
