| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk mengetahui Efektivitas Hukum dan kontribusi penertiban dan pembinaan Pengemis, Gelandangan, dan Orang Terlantar dalam rangka mewujudkan ketertiban umum serta ketentraman masyarakat di Kabupaten Boyolali terhadap Efektivitas Hukum penertiban dan pembinaan Pengemis, Gelandangan, dan Orang Terlantar di Kabupaten Boyolali. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan yuridis sosiologis dan spesifikasi penelitian deskriptif. Lokasi penelitian di Rumah Singgah Kabupaten Boyolali dengan responden sebanyak 26 (dua puluh enam) orang yang mencakup Pegawai Dinas Sosial, Pengemis, Gelandangan, dan Orang Terlantar. Pengambilan sampel melalui metode simple random sampling. Data yang digunakan meliputi data primer dan data sekunder yang diperoleh dengan metode angket, metode kepustakaan, dan metode dokumenter. Pengolahan data dilakukan secara Coding, Editing, dan Tabulasi data serta dianalisis dengan tabel distribusi frekuensi analisis, tabel silang, analisis isi dan analisis perbandingan. Hasil penelitian ini menunjukkan bahwa Efektivitas Hukum penertiban dan pembinaan Pengemis, Gelandangan, dan Orang Terlantar dalam rangka mewujudkan ketertiban umum serta ketentraman masyarakat di Kabupaten Boyolali adalah efektif. Hal ini dibuktikan dengan hasil penelitian terhadap 2 (dua) indikator meliputi efektifnya penertiban dan efektifnya pembinaan. Serta 2 (dua) indikator meliputi terwujudnya ketertiban umum dan terwujudnya ketentraman masyarakat yang cenderung berkontribusi positif terhadap terwujudnya ketertiban umum serta ketentraman masyarakat di Kabupaten Boyolali. |

Inggris) | This study aims to determine the Effectiveness of the Law and the contribution of the demolition and development of Beggars, Homeless, and Displaced Persons in order to realize the public order and peace of the community in Boyolali Regency to the Effectiveness of Law enforcement and development of Beggars, Homeless, and Displaced Persons in Boyolali Regency. This research uses qualitative research methods with the approach of sociological and juridical specifications of descriptive research. The research location in the Halfway House Boyolali Regency to the respondents a total of 26 (twenty six) people who include Employees of the Department of Social, Beggars, the homeless, and Displaced People. Sampling through simple random sampling method. The Data used include primary data and secondary data obtained with the questionnaire method, the method of literature, and the method of documentary. Data processing is done in Coding, Editing and Tabulation of data as well as analyzed with the table of frequency distribution analysis, table crossword, content analysis and comparative analysis. The results of this study show that the Effectiveness of Law enforcement and development of Beggars, Homeless, and Displaced Persons in order to realize the public order and peace of the community in Boyolali Regency is effective. This is evidenced by the results of a study of 2 (two) indicators include effective enforcement and effective coaching. As well as the 2 (two) indicators include the establishment of public order and the realization of the peace of the community that tend to contribute positively to the realization of public order and public tranquility in Boyolali Regency. |
