| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul “Flypaper Effect pada Dana Alokasi Umum (DAU) dan Pendapatan Asli Daerah (PAD) terhadap Belanja Daerah (BD)”. Tujuan penelitian ini adalah untuk mengetahui adanya Flypaper Effect pada Belanja Daerah (BD) pada tahun bejalan dan Prediksi Belanja Daerah (BD) Pemerintah Kota/Kabupaten di Jawa barat. Penelitian ini dilakukan pada 26 pemerintah daerah Kota/Kabupaten di Provinsi Jawa Barat. Sampel yang digunakan yaitu sample jenuh atau populasi yang ada diambil secara keseluruhan dari semua sampel yang ada dari populasi penelitian yaitu seluruh Kota/Kabupaten di Jawa Barat yang telah menyerahkan laporan realisasi anggarannya tahun 2007-2009 ke Badan Pusat Statistik (BPS) provinsi Jawa Barat dan mempublikasikannya kedalam situs Direktorat Jenderal Perimbangan Keuangan Daerah atau www.djpk.depkeu.go.id dan situs resmi pemerintah lainnya. Alat analisis yang digunakan dalam peneltian ini adalah regresi berganda tanpa lag satu tahun yaitu untuk mengetahui bahwa Flypaper Effect terjadi pada Belanja Daerah (BD) Kota/Kabupaten di Jawa Barat dan regresi berganda dengan lag satu tahun yaitu untuk mengetahui bahwa Flypaper Effect terjadi pada prediksi Belanja Daerah (BD) Kota/Kabupaten di Jawa Barat. Berdasarkan alat analisis regresi berganda tanpa lag satu tahun ditemukan Flypaper Effect pada Belanja Daerah (BD) Pemerintah Kota/Kabupaten di Jawa Barat untuk Tahun anggaran 2007, 2008, 2009. Selain itu, Berdasarkan alat analisis regresi berganda dengan lag satu tahun tidak ditemukan Flypaper Effect pada prediksi Belanja Daerah (BD) Pemerintah Kota/Kabupaten di Jawa Barat untuk tahun anggaran 2008 begitu pula tahun anggaran 2009. Penelitian ini membuktikan bahwa Pemerintah Daerah masih banyak merespon pengeluaran daerahnya dari transfer pemerintah pusat yang bersifat tidak bersyarat daripada pendapatan asli daerahnya. Implikasi penelitian ini bagi pemerintah perlu terus meningkatkan potensi daerah dan menciptakan atau mengoptimalkan sistem pengawasan yang mampu mencegah penyelewengan alokasi dana pemerintah pusat. |
| Abtrak (Bhs. Inggris) | The study is titled "flypaper on the General Allocation Fund (DAU) and the Local Government Revenue (PAD) against the Government Expenditure (BD)". The purpose of this study was to determine the existence of flypaper on Government Expenditure (BD) in the current year and Prediction of Government Expenditure (BD) Municipal / Regency in West Java. The research was conducted in 26 local government city / regency in West Java Province.Sample are used namely sample saturated or taken population overall of all sample of population research is the entire city / regency in West Java which has submitted a report on the realization of its budget year 2007-2009 to the Central Statistics Agency (BPS) of West Java province and the Directorate General of publishing into the site Regional Financial Balance or www.djpk.depkeu.go.id and other government official websites. Analysis tools used in this study is multiple regression without lagged one year is to know that the flypaper occurred in Government Expenditure (BD) City / District in West Java and multiple regression with a lag of one year is to know that the flypaper occurred in prediction Government Expenditures (BD) City / District in West Java. Based on regression analysis tools without lag one year found flypaper Effect Government Expenditure (BD) Municipal / Regency in West Java for fiscal years 2007, 2008 and 2009.In addition by means of multiple regression analysis with a lag of one year was not found flypaper on the Government prediction Expenditure (BD) Municipal / Regency in West Java for the fiscal year 2008 as well as the fiscal year 2009. This study proves that the Government is still spending a lot of responding to the area from central government transfers which are not conditional than the original income area. The implications of this research for the government to continue to improve regional potensial and create or optimize the control system that is able to prevent the diversion of the Government funds allocation center. |
