| Abstrak (Bhs. Indonesia) | Penelitian dengan judul Peralihan Status Pegawai Negeri Sipil menjadi Pegawai Perusahaan Umum (Perum) (studi di Perum BULOG Cabang Banyumas) bertujuan untuk mengetahui bagaimana pengaturan tentang peralihan status pegawai negeri sipil menjadi pegawai perusahaan umum (Perum) serta implikasi hukum terhadap peralihan tersebut. Metode penelitian yang digunakan oleh penulis dalam penelitian ini menggunakan pendekatan perundang-undangan (Statute Approach), pendekatan analisis (Analytical Approach), pendekatan historis (Historical Approach), dan pendekatan komparatif (Comparative Approach). Data bersumber dari data sekunder yaitu bahan hukum primer dan sekunder. Data tersebut dianalisis berdasarkan norma hukum yang berkaitan dengan obyek penelitian. Hasil penelitian menunjukkan bahwa saat peralihan status Pegawai Negeri Sipil menjadi Pegawai Perusahaan Umum (Perum) BULOG diatur dalam Keputusan Direksi Perum BULOG nomor : Kep-262/DIR/12/2003 tanggal 30 Desember 2003 tentang Ketentuan Penyelesaian dan Hak Kepegawaian PNS LPND BULOG Serta Pengangkatan Pegawai Perum BULOG dan Pegawai Negeri Sipil yang memilih untuk menjadi pegawai Perusahaan Umum (Perum) BULOG yang semula diatur dengan peraturan perundang-undangan di lingkungan kepegawaian saat menjadi Pegawai Negeri Sipil Lembaga Non Departemen (LPND) Bulog berubah dengan mengikuti peraturan yang diatur dalam aturan perusahaan dan perjanjian kerja bersama (PKB) sebagaimana yang di atur dalam peraturan perundang-undangan di bidang ketenagakerjaan dan penulis menyarankan agar peralihan status pegawai negeri sipil LPND Bulog menjadi Pegawai Perusahaan Umum (Perum) BULOG sebaiknya disertai dengan ketentuan peralihan (Overgang Bepalingen) dalam pelaksanaannya. |

Inggris) | Research entitled Transition of Civil Servant Status to Perusahaan Umum (Perum) Employee (study at Perum BULOG Cabang Banyumas) aims to determine how the regulation of the status transition of civil servants to Perusahaan Umum (Perum) Employee and the legal implications of this transition. The research method used by the authors in this study uses a statutory approach (Statute Approach), an analytical approach (Analytical Approach), a historical approach (Historical Approach), and a comparative approach (Comparative Approach). Data sourced from secondary data, namely primary and secondary legal materials. The data is analyzed based on legal norms related to the object of research. The results show that when the status of Civil Servants to become Perusahaan Umum (Perum) Employee BULOG is regulated in the Keputusan Direksi Perum BULOG number: Kep-262/DIR/12/2003 dated December 30, 2003 concerning Provisions for the Settlement and Employment Rights of LPND BULOG Civil Servants and Appointments. Perum BULOG employees and Civil Servants who choose to become Perusahaan Umum (Perum) Employee of the BULOG which were originally regulated by laws and regulations in the employment environment when they became Civil Servants of the Non-Departmental Institutions Bulog changed by following the regulations stipulated in company rules and the collective labor agreement as regulated in the laws and regulations in the field of manpower and the authors suggest that the transition of the status of Bulog LPND civil servants to Perusahaan Umum (Perum) BULOG Employee should be accompanied by transitional provisions (Overgang Bepalingen) in its implementation. |
