Indonesia) | ABSTRAK Artikel hasil penelitian ini bertujuan untuk memahami dan mendeskripsikan Pemerintah Desa dalam program pemberdayaan masyarakat desa melalui PAMSIMAS tahun 2018 di Desa Silado, memahami faktor pendukung dan penghambat program pemberdayaan masyarakat desa melalui PAMSIMAS tahun 2018 di Desa Silado. Penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus dalam bingkai perspektif strukturalisme dan paradigma kontruktivisme. Hasil penelitian tersebut mengungkapkan bahwa tujuan pemerintah desa melakukan pemberdayaan masyarakat desa adalah sebagai bentuk untuk meningkatkan akses masyarakat desa terhadap fasilitas air minum dan sanitasi yang layak. Pemerintah desa berperan aktif melakukan sosialisasi, fasilitator, pendamping dan melakukan mediasi apabila terjadi konflik di masyarakat akibat pembangunan program PAMSIMAS. Disamping itu, keterlibatan aktor-aktor pemberdayaan masyarakat melalui program PAMSIMAS yaitu: pemerintah desa, Tim Fasilitator Masyarakat (TFM), Kelompok Keswadayaan Masyarakat (KKM), Satuan Pelaksana, dan Badan Pengelola Sarana Penyediaan Air Minum dan Sanitasi (BP-SPAMS) Adapun faktor pendukung dalam program ini adalah keaktifan dari pemerintah desa, aktor-aktor yang terlibat dan tingginya partisipasi masyarakat dalam program PAMSIMAS menjadi faktor keberhasilan program ini di Desa Silado. Adapun faktor penghambatnya adalah keterlambatan Bantuan Langsung Masyarakat oleh pemerintah pusat. Kesimpulannya, aktor-aktor pemberdayaan masyarakat telah melakukan perannya dengan baik dari awal sampai akhir program. Hal ini dibuktikan dengan keberhasilan aktor-aktor dalam menggerakkan dan memotivasi masyarakat untuk ikut berperan dalam upaya pemberdayaan masyarakat. |

Inggris) | ABSTRACT This research article aims to understand and describe the Village Government in the village community empowerment program through the 2018 PAMSIMAS in Silado Village, to understand the supporting and inhibiting factors of the village community empowerment program through the 2018 PAMSIMAS in Silado Village. This research uses qualitative methods and a case study approach within the framework of the structuralism perspective and constructivism paradigm. The results of this study reveal that the goal of the village government to empower village communities is as a form of increasing village community access to proper drinking water and sanitation facilities. The village government plays an active role in socializing, facilitating, assisting and mediating in the event of conflict in the community due to the development of the PAMSIMAS program. Types of village community empowerment activities carried out by the village government include community level training and construction of drinking water and water sanitation facilities. In addition, the involvement of community empowerment actors through the PAMSIMAS program, namely: village government, Community Facilitator Team (TFM), Community Self-Help Group (KKM), Implementing Units, and Management Agency for Water Supply and Sanitation Facilities (BP-SPAMS). The supporters of this program are the activeness of the village government, the actors involved and the high participation of the community in the PAMSIMAS program are the success factors for this program in Silado Village. The inhibiting factor is the delay in direct community assistance by the central government. In conclusion, the community empowerment actors have performed their roles well from the beginning to the end of the program. This is evidenced by the success of the actors in mobilizing and motivating the community to take part in community empowerment efforts. |
