Indonesia) | ABSTRAK Penelitian ini bertujuan untuk mengetahui dan menjelaskan proses perumusan Rancangan Peraturan Daerah (Raperda) Kabupaten Banyumas Tentang Rencana Detail Tata Ruang (RDTR) Kawasan Perkotaan Purwokerto. Pada wilayah kabupaten/kota, rencana umum tata ruang berupa rencana tata ruang wilayah kabupaten/kota. Sedangkan rencana rinci tata ruang berupa rencana detail tata ruang kabupaten/kota dan rencana tata ruang kawasan strategis kabupaten/kota. Pengaturan tata ruang kota merupakan pedoman bagi masyarakat untuk memanfaatkan ruang dan bangunan pada kawasan kota atau kawasan fungsional kabupaten. Pemanfaatan ruang dan bangunan ini perlu diatur agar masyarakat terlibat dalam proses pembuatan kebijakan. Permasalahan yang dihadapi dalam proses perencanaan RDTR Perkotaan Purwokerto adalah publik beranggapan RDTR ini akan menggangu kepentingan oleh berbagai pihak bai dari pemerintah, masyarakat dan para pemangku kepentingan yang terlibat. sehingga pembahasan Raperda ini sempat berhenti cukup lama, sampai tahun 2018 kembali mendapatkan rekomendasi dari gubernur serta persetujuan substansi dari kementerian Agraria dan Tata Ruang. Proses Pengembangan opsi alternatif Kebijakan dilalui dengan kesepakatan zoning teks. Ada yang hijau: kawasan lindung atau ruang terbuka hijau (RTH), Kuning diperuntukkan bagi pemukiman. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif. Pengumpulan data dilakukan dengan wawancara mendalam, observasi dan dokumentasi. Metode analisis data yang digunakan adalah model analisis interaktif. Adapun hasil penelitian ini meliputi Proses Pengembangan Opsi Alternatif Kebijakan,Konseptualisasi masalah, Pengenalan karakteristik masalah, pengenalan opsi kebijakan, serta pihak-pihak yang terlibat dalam penyusunan kebijakan rencana detail tata ruang kota purwokerto. |
| Abtrak (Bhs. Inggris) | ABSTRACT This research aims to find out and explain the process of formulate the Draft Regional Regulation (Raperda) of Banyumas Regency on Spatial Detail Plan (RDTR). In regency/ municipal areas, the general spatial plan is in the form of regency / city spatial planning. Meanwhile, a detailed spatial plan is in the form of a detailed regency/municipal spatial plan and a regency / municipal strategic area spatial plan. The arrangement of city spatial planning is a guideline for the community to utilize space and buildings in the city area or district functional area. The use of space and buildings needs to be regulated so that the community is involved in the policy-making process. The problem faced in the planning process for the Purwokerto Urban RDTR is that the public thinks this RDTR will interfere with the interests of various parties including the government, the community and the stakeholders involved. The problem faced in the planning process of RDTR Urban Purwokerto is that the public thinks this RDTR will interfere with their interests so that the discussion of Raperda has stopped long enough, until 2018 again get recommendations from the governor as well as the approval of substance from the ministry of Agrarian and Spatial Affairs. The Policy alternative option development process is traversed by text zoning agreement. There are green: protected areas or green open spaces (RTH), Yellow is reserved for settlements. red for trade and services as well as blue for agriculture, tourism and warehousing. Then brown is allocated public service, while purple color is allocated for office. The development of RdTR Urban Purwokerto now, the scale is more detailed and already in accordance with the Regulation stipulated in Law no. 26 of 2007 on Spatial Arrangement. However, for the certainty of approval of rdtrk is still awaiting evaluation from the governor. The research method used in this research is a qualitative method. Data collection was carried out by in-depth interviews, observation and documentation. The data analysis method used is an interactive analysis model. The results of this study include the process of developing alternative policy options, conceptualizing problems, recognizing problem characteristics, introducing policy options. |
