Indonesia) | Adanya perpindahan seluruh aktivitas penerbangan dari Bandara Adisutjipto ke Bandara Yogyakarta International Airport (YIA) pada 29 Maret 2020 dengan jarak ±45 km dari pusat Kota Yogyakarta sehingga diperlukan adanya transportasi penghubung antar moda yang mampu melayani penumpang angkutan udara. Moda yang sudah tersedia saat ini yaitu KA Bandara, Bus Damri, dan Satelqu. Salah satu pilihan moda yang efektif dan efisien adalah kereta api Bandara YIA. Akan tetapi, pada kenyataannya load factor KA Bandara ini masih rendah. Tercatat load factor KA Bandara merosot tajam hingga di bawah 20% sejak Maret 2020. Oleh karena itu, perlu adanya strategi atau kebijakan untuk memindahkan pengguna kendaraan pribadi termasuk mobil pribadi ke transportasi umum. Salah satu parameter yang berpengaruh yaitu dari segi biaya sehingga perlu adanya kajian dalam penentuan tarif yang ideal bagi para pengguna moda transportasi. Penelitian ini bertujuan untuk mendapatkan nilai besaran tarif KA Bandara yang sesuai dengan kemampuan membayar (Ability to Pay) dengan menggunakan metode household budget dan kemauan membayar (Willingness to Pay) menggunakan metode stated preference. Hasil analisis didapatkan bahwa nilai rata-rata Ability to Pay (ATP) responden sebesar Rp61.500,- dan rata-rata Ability to Pay (ATP) keluarga sebesar Rp80.000,-. Nilai rata-rata Willingness to Pay (WTP) untuk rute 1 (Stasiun Yogyakarta–Stasiun Wojo) sebesar Rp41.100,- untuk kondisi baik, Rp27.200,- kondisi eksisting, dan Rp21.650,- kondisi kurang baik. Nilai rata-rata Willingness to Pay (WTP) untuk rute 2 (Stasiun Kebumen–Stasiun Wojo) sebesar Rp47.250,- untuk kondisi baik, Rp33.800,- kondisi eksisting dan Rp28.100,- kondisi kurang baik. Rekomendasi tarif yang ideal untuk KA Bandara YIA rute 1 (Stasiun Yogyakarta–Stasiun Wojo) yang semula yaitu Rp30.000,- diturunkan sebesar Rp5.000,- menjadi Rp25.000,- dan rute 2 (Stasiun Kebumen–Stasiun Wojo) yang semula yaitu Rp40.000,- diturunkan sebesar Rp7.500,- menjadi Rp32.500,- agar menaikkan besarnya jumlah persentase ATP responden dan WTP responden yang akan bersedia menggunakan jasa kereta api bandara sebagai moda transportasi utama menuju bandara. |

Inggris) | On 29 March 2020, all flight activities were moved from Adisutjipto Airport to Yogyakarta International Airport (YIA) at a distance of ±45 km from the center of Yogyakarta City, so there is a need for intermodal connecting transport capable of serving air passengers. The available modes are currently Airport Train, Damri Bus, and Satelqu. One of the most effective and efficient mode options is the YIA Airport train. However, in reality load factor the airport train is still low. Recorded to have load factor has been Airport train dropped sharply to below 20% since March 2020. Therefore, there is a need for a strategy or policy to move users of private vehicles including private cars to public transportation. One of the influencing parameters is in terms of cost, so it is necessary to study in determining the ideal tariff for users of transportation modes. This study aims to obtain the value of the airport train tariff according to the ability to pay using the method household budget and the Willingness to Pay using a method stated preference. The results of the analysis show that the average value of the respondents Ability to Pay (ATP) is IDR 61,500 and the average family's Ability to Pay (ATP) is IDR 80,000. The average value of Willingness to Pay (WTP) for route 1 (Yogyakarta Station-Wojo Station) is IDR 41,100 for good conditions, IDR 27,200 for existing conditions, and IDR 21,650 for unfavorable conditions. The average value of Willingness to Pay (WTP) for route 2 (Kebumen Station-Wojo Station) is IDR 47,250 for good conditions, IDR 33,800 for existing conditions and IDR 28,100 for unfavorable conditions. The ideal recommended fare for YIA Airport Train route 1 (Yogyakarta Station-Wojo Station), which was originally IDR 30,000 was reduced by IDR 5,000 to IDR 25,000 and route 2 (Kebumen Station - Wojo Station) which was originally IDR 40,000 reduced by IDR 7,500 to IDR 32,500 in order to increase the percentage of respondents' ATP and WTP who would be willing to use airport train services as the main mode of transportation to the airport. |
