Indonesia) | Penelitian ini bertujuan untuk mengidentifikasi stakeholder yang terlibat di dalam D.I Serayu, menganalisis alur komunikasi dan koordinasi stakeholder di D.I Serayu, dan menganalisis faktor penyebab permasalahan petani di Kecamatan Kesugihan melakukan aksi protes mengenai pengeringan saluran di D.I Serayu. Penelitian dilakukan di daerah Kesugihan dan Sampang, Kabupaten Cilacap. Metode penelitian ini menggunakan analisis jaringan (Social Network Analysis) dan analisis sebab-akibat (Fishbone Diagram). Hasil penelitian menunjukkan stakeholder yang terlibat di D.I Serayu yaitu Komisi Irigasi Cilacap, Dinas PSDA, Dinas Pertanian, UPTD Pengairan Kroya, Balai Penyuluh Pertanian, Kemantren/Juru, pihak Kecamatan, Pemdes, dan beberapa GP3A/P3A/Gapoktan/Poktan. Alur komunikasi dan koordinasi stakeholder di D.I Serayu tidak ada yang terputus, serta Pemdes Kalisabuk, BBP Kesugihan dan UPTD Pengairan Kroya mempunyai peran penting dalam jaringan. Penyebab petani protes bukan karena terputusnya informasi, tetapi karena petani meminta pengunduran pengeringan karena komunikasi mengenai informasi pengeringan kepada petani kurang efektif. |

Inggris) | This research aims to identify stakeholders involved in D.I Serayu, analyze the communication flow and coordination of stakeholders in D.I Serayu, and analyze the factors causing farmers' problems in Kesugihan Subdistrict to protest about draining channels in D.I Serayu. The research was conducted in the areas of Kesugihan and Sampang, Cilacap Regency. This research method used were Social Network Analysis and causal (Fishbone Diagram). The results indicated that the stakeholders involved in D.I Serayu were the Cilacap Irrigation Commission, the PSDA department, the Agricultural department, the UPTD Pengairan Kroya, the Agricultural Extension Center, Kemantren/Juru, Districts, Village goverment, and several GP3A/P3A/Gapoktan/Poktan. The flow of communication and coordination of stakeholders in D.I Serayu had never been interrupted and Village goverment of Kalisabuk, BBP Kesugihan and UPTD Pengairan Kroya had an important role in the network. The reason why farmers protested was not because disconnection of information, but because farmers asked to delay drying because ommunication regarding drying information to farmers is less effective. |
