| Abstrak (Bhs. Indonesia) | Pengawasan peredaran pupuk dan pestisida oleh Komisi Pengawas Pupuk dan Pestisida (KP3) merupakan salah satu tanggung jawab pemerintah kaitannya dengan pengawasan peredaran pupuk dan pestisida. Penelitian ini bertujuan untuk mengetahui proses pengawasan peredaran pupuk dan pestisida oleh komisi tersebut di Kabupaten Cilacap serta untuk mengetahui hambatan yang dialami dalam proses pengawasan tersebut. Penelitian ini menggunakan tipe penelitian yuridis normatif, dengan metode pendekatan konsep Legitis Positivis. Penelitian menggunakan bahan hukum primer dan bahan hukum sekunder, dengan metode pengumpulan bahan hukum secara naratif, menggunakan metode pengolahan bahan hukum secara sistematis logis, serta menggunakan metode analisis secara deskriptif kualitatif. Kesimpulan dari skripsi ini yaitu, pertama, pengawasan peredaran pupuk sudah sesuai dengan Peraturan Presiden Nomor 77 Tahun 2005 sebagaimana telah diubah dengan Peraturan Presiden Nomor 15 Tahun 2011 tentang Perubahan Atas Peraturan Presiden Nomor 77 Tahun 2005 tentang Penetapan Pupuk Bersubsidi Sebagai Barang dalam Pengawasan namun pengaturan terkait peredaran pestisida belum diatur oleh pemerintah. Kedua, masih belum meratanya persebaran Kios Pupuk Lengkap (KPL) yang seharusnya memfasilitasi petani. |

Inggris) | The supervision of the distribution of fertilizers and pesticides by the Fertilizer and Pesticide Supervisory Commission (KP3) is one of the government's responsibilities related to the supervision of the distribution of fertilizers and pesticides. This study aims to determine the process of monitoring the distribution of fertilizers and pesticides by the commission in Cilacap Regency and to determine the obstacles experienced in the monitoring process. This research uses a normative juridical research type, with a positivist legitic concept approach. This research uses primary legal materials and secondary legal materials, with the method of collecting legal materials in a narrative manner, using logical systematic methods of legal material processing, and using descriptive qualitative analysis methods. The conclusions of this thesis are, first, the supervision of fertilizer distribution is in accordance with Presidential Regulation Number 77 of 2005 as amended by Presidential Regulation Number 15 of 2011 concerning Amendments to Presidential Regulation Number 77 of 2005 concerning Stipulation of Subsidized Fertilizer as Goods under Supervision but related regulations Circulation of pesticides has not been regulated by the government. Second, the distribution of Complete Fertilizer Kiosk (KPL) is still not evenly distributed, which should facilitate farmers. |
