Latar Belakang: PIK-R di SMK N 3 Purbalingga merupakan implementasi dari pelaksanaan Program GenRe, dimana bertujuan sebagai wadah konseling serta pemberian informasi khususnya terkait remaja dan permasalahannya. Tetapi, dalam pengimplementasian Program GenRe melalui PIK-R di SMK N 3 Purbalingga, masih terdapat permasalahan yaitu kurangnya pemahaman siswa terhadap substansi Program GenRe serta belum pernahnya dilakukan pengukuran efektivitas terhadap implementasi Program GenRe khususnya pada PIK-R di SMK N 3 Purbalingga maupun di Kabupaten Purbalingga. Penelitian ini bertujuan untuk mengetahui efektivitas implementasi Program GenRe melalui PIK-R di SMK N 3 Purbalingga.

Metodologi: Penelitian ini menggunakan metode kualititatif dengan pendekatan studi kasus. Penelitian ini dilaksanakan di PIK-R SMK N 3 Purbalingga. Informan utama penelitian ini adalah Pembina PIK-R, Pengelola PIK-R, Ketua PIK-R, Konselor dan Pendidik Sebaya, serta Kepala Dinsosdalduk KBP3A Kabupaten Purbalingga dan informan pendukung adalah Duta GenRe serta Ketua Forum GenRe Kabupaten Purbalingga. Analisis data menggunakan content analysis dengan pendekatan thematic network.

Hasil Penelitian: Implementasi Program GenRe melalui PIK-R di SMK N 3 Purbalingga belum berjalan efektif dilihat dari lima indikator: (1)Arah dan kebijakan Program GenRe belum efektif dari sisi ketepatan kebijakan program, (2)Lingkungan internal Program GenRe sudah efektif tetapi lingkungan eksternal belum efektif dari sisi ketepatan lingkungan program, (3)Minat serta jumlah sasaran Program GenRe belum efektif tercapai dari sisi ketepatan sasaran program, (4)Pemahaman serta akses penyebaran informasi pada proses Program GenRe belum efektif terlaksana dari sisi ketepatan proses program, (5)Pembagian kerja serta pendanaan pelaksanaan Program GenRe belum efektif dari sisi ketepatan pelaksana program.

Kesimpulan: Implementasi Program GenRe melalui PIK-R di SMK N 3 Purbalingga belum berjalan dengan efektif.

THE EFFECTIVENESS OF THE PLANNED GENERATION (GENERASI BERENCANA) PROGRAM THROUGH THE YOUTH COUNSELING INFORMATION CENTER (PIK-R) AT STATE VOCATIONAL HIGH SCHOOL 3 PURBALINGGA

Background: PIK-R (Youth Counseling Information Center) of State Vocational High School 3 Purbalingga is an implementation of GenRe (Planned Generation) Program, which has a goal to be a source of informations related to youth and its problems. However, at its implementation through PIK-R at State Vocational High School 3 Purbalingga, GenRe Program still has some lacks, such as the poor understanding of students toward the substances of the program itself and the lack of measurement of the effectiveness which actually has not ever been done before especially in PIK-R at State Vocational High School 3 Purbalingga. This study is aiming to know the effectiveness of the GenRe Program implementation through PIK-R at State Vocational High School 3 Purbalingga.

Metodology: This study used qualitative methos with the case-study approach. This study was conducted in PIK-R at State Vocational High School 3 Purbalingga. The main informantsof this study are the coach of PIK-R, the manager of PIK-R, the head of PIK-R, counsellor and coeval educator, and the head of Purbalingga Municipal Social Office, and the support informants are the ambassador of GenRe Program and the head of GenRe Forum of Purbalingga Municipal. The analysis used is content analysis with the thematic network approach.

Results: The implementation of GenRe Program through PIK-R at State Vocational High School 3 Purbalingga is not effective seen from five indicators: (1)The ineffectivenessof the direction and the policyfound in the accuracy of the program's policy, (2)The internal environment of GenRe Program is effective but the external environment is still not effective, seen from the accuracy of the program's environment, (3)Theinterest and number oftargets of GenRe Program is still not effective, seen from the accuracy of program's targets, (4)The comprehension and the access of information disseminationof GenRe Program is still not effective, seen from the accuracy of program's process, (5)The division of works and funding of GenRe Program is still not effective, seen from the accuracy of program’s actor.

Summary: The implementation of GenRe Program through PIK-R at State Vocational High School 3 Purbalingga is still not working effectively.
