| Abstrak (Bhs. Indonesia) | Artikel hasil Penelitian ini bertujuan untuk 1) Menjelaskan Politik Implementasi Peraturan Daerah Nomor 11 Tahun 2009 Tentang Ketertiban Umum dalam Tata Kelola Pedagang Kaki Lima di Kota Tasikmalaya. 2) Mengetahui faktor pendorong dan penghambat Politik Implementasi Peraturan Daerah Nomor 11 Tahun 2009 Tentang Ketertiban Umum dalam Tata Kelola Pedagang Kaki Lima di Kota Tasikmalaya. Metode Penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan studi kasus. Teknik analisis data yang digunakan adalah model analisis interaktif Miles dan Huberman. Hasil penelitian ini: 1) menjelaskan bahwa Politik Implementasi Peraturan Daerah Nomor 11 Tahun 2009 Tentang Ketertiban Umum dalam Tata Kelola Pedagang belum terkelola sesuai dengan kebijakan tersebut, terbukti jumlah Pedagang Kaki Lima di Kota Tasikmalaya saat ini berjumlah 2085 pedagang yang tersebar di beberapa luas jalan, pasar, serta taman. Sehingga aktivitas Pedagang Kaki Lima tidak terkontrol menyebabkan lalu lintas menjadi macet dan keindahan kota nampak tidak terkelola sesuai dengan kebijakan tersebut, selain itu, interaksi aktor dianalisis menggunakan teori Nakamura dan Smallwood 2) diketahui faktor pendorong Politik Implementasi Peraturan Daerah Nomor 11 Tahun 2009 Tentang Ketertiban Umum dalam Tata Kelola Pedagang Kaki Lima di Kota Tasikmalaya, yaitu perkembangan kota yang ditandai adanya Perguruan Tinggi negeri baru Universitas Siliwangi,yang memiliki jumlah mahasiswa sekitar 15000 orang dari berbagai daerah seluruh Indonesia, disamping itu Kota Tasikmalaya menjadi pusat perdagangan lintas daerah Jawa Timur, Jawa Tengah dan Jawa Barat, sedangkan faktor penghambatnya sanksi dari kebijakan tersebut kurang tegas terhadap pelanggaran Pedagang Kaki Lima, Tingkat kesadaran Pedagang Kaki Lima yang rendah terhadap tata tertib, kontrol dari aktor legislatif kurang terstruktur. |

Inggris) | The purpose of this study is 1) Explaining the Politics of the Implementation of Regional Regulation Number 11 of 2009 concerning Public Order in the Governance of Street Vendors in Tasikmalaya City. 2) Knowing the political driving and inhibiting factors of the Implementation of Regional Regulation Number 11 of 2009 concerning Public Order in the Governance of Street Vendors in Tasikmalaya City. The research method used is a qualitative research method with a case study approach. The data analysis technique used is the interactive analysis model of Miles and Huberman. The results of this study: 1) explain that the Politics of the Implementation of Regional Regulation Number 11 of 2009 concerning Public Order in Merchant Governance has not been managed in accordance with the policy, it is evident that the number of street vendors in Tasikmalaya City currently amounts to 2085 traders spread across several road areas, markets, as well as parks. So that the activity of street vendors is not controlled causing traffic to traffic and the beauty of the city seems to be unmanaged in accordance with the policy, in addition, the interaction of actors was analyzed using the theory of Nakamura and Smallwood 2) known driving factors Politics Implementation of Regional Regulation No. 11 of 2009 concerning Public Order in Governance of Street Vendors in Tasikmalaya City, namely the development of the city is marked by the new state university of Siliwangi University, which has a number of students of around 15000 people from various regions throughout Indonesia, besides the City of Tasikmalaya being a trade center across East Java, Central Java and West Java, while inhibiting factors for sanctions from the policy less assertive of violations of street vendors, street vendors' low level of awareness of the rules, the control of legislative actors is less structured. |
