| Abstrak (Bhs. Indonesia) | Berbicara tentang kejahatan, maka dalam pikiran akan timbul gambaran tentang berbagai bentuk kejahatan. Salah satunya adalah kejahatan terhadap harta kekayaan atau bisa disebut dengan tindak pidana pencurian. Salah satu kejahatan yang sangat meresahkan masyarakat adalah tindak pidana pencurian kendaraan bermotor. Faktor penyebabnya pun beragam, dimulai dari kebutuhan ekonomi hingga gaya hidup yang sangat tinggi. Hal ini terjadi di berbagai daerah yang memiliki jumlah penduduk dengan jumlah mobilitas tinggi. Penelitian ini bertujuan untuk mengetahui penanggulangan tindak pidana pencurian kendaraan bermotor serta mengetahui faktor penghambat penanggulangan tindak pidana pencurian kendaraan bermotor yang dilakukan oleh Polres Kota Bekasi, penelitian ini menggunakan metode yuridis sosiologis dengan spesifikasi penelitian deskriptif. Jenis dan sumber data yang dipergunakan adalah data primer yang diperoleh langsung dari informan dan data sekunder yang diperoleh melalui studi pustaka. Berdasarkan hasil penelitian penanggulangan tindak pidana pencurian kendaraan bermotor yang dilakukan oleh Polres Kota Bekasi adalah dengan melakukan upaya pre-emtif, preventif dan represif. Faktor penghambat dalam hal penanggulangan tindak pidana pencurian kendaraan bermotor di Polres Kota Bekasi adalah dapat dilihat dari aspek struktur hukum, yakni kurangnya jumlah personil anggota Polri Polres Kota Bekasi, kurangnya sarana dan prasarana serta SDM dalam melakukan tracking, penjatuhan sanksi pidana yang masih terlalu ringan bagi pelaku sehingga kurang menimbulkan efek jera bagi pelaku curanmor, serta penanggulangan belum berjalan sinergi dengan pihak lain yang terkait. Adapun dari aspek kultur hukum lebih pada kurangnya kesadaran hukum masyarakat untuk merespon secara cepat pelaporan mengenai terjadinya curanmor. Adapun di sisi lain, belum adanya hambatan dari aspek substansi hukum terkait penanggulangan tindak pidana pencurian kendaraan bermotor di Polres Kota Bekasi. |
| Abtrak (Bhs. Inggris) | Talk about crime, then in the mind will appear a picture of various forms of crime. One of them is a crime against wealth or can be called a crime of theft. One crime that is very troubling the public is the crime of theft of vehicles. the causes are also varied, starting from high economic and lifestyle needs. This happens in various areas which have high mobility population. This study aims to determine the prevention of motor vehicle theft crime and to find out the inhibiting factors for the prevention of vehicle theft by the Bekasi City Police Station. This study also uses the sociological juridical method with descriptive research specifications. types of data sources used are primary data obtained directly from informants and secondary data obtained through literature studies. Based on the results of research on the prevention of vehicle theft crime which is carried out by Bekasi police station by doing prefemtive, preventive and repressive efforts. Inhibiting factors in overcoming the crime of vehicle theft in the Bekasi City Police station can be seen from the aspect of the law structure, as the lack of personnel of the police in the Bekasi City Police Station, lack of facilities and infrastructure as well as human resources in tracing, the imposition of criminal sanctions that are still too light for the perpetrators so that they do not cause a deterrent effect for the perpetrators of fraud, and the countermeasures have not gone hand in hand with other relevant parties. As for the aspect of legal culture, it is more on the lack of public awareness to respond quickly to reports about the occurrence of fraud. As for the other side, there is no obstacle in the aspect of legal substance related to the handling of vehicle theft in the Bekasi police station. |
