| Abstrak (Bhs. Indonesia) | Penelitian berjudul “Peran World Trade Organization (WTO) dalam Kasus Sengketa Dagang Bahan-Bahan Semi Konduktor Jepang ke Korea Selatan Tahun 2019” disusun berdasarkan kasus sengketa dagang yang terjadi antara Korea Selatan dan Jepang di tahun 2019. Sengketa dagang yang dimaksud ialah pembatasan ekspor bahan-bahan semikonduktor yang dilakukan Jepang ke Korea Selatan, Korea Selatan tidak setuju dengan pembatasan tersebut dan melaporkannya pada WTO. Maksud dari penelitian ini ialah untuk melihat peran WTO sebagai organisasi internasional yang bergerak di bidang perdagangan untuk membantu menyelesaikan sengketa dagang yang terjadi antara Jepang dan Korea Selatan. Penulis menggunakan Teori Peran sebagai kerangka pemikiran, dimana Teori Peran melihat bahwa organisasi internasional memiliki tiga peran utama yakni sebagai instrumen, arena, dan aktor. Berdasarkan data-data yang diperoleh penulis, dalam kasus sengketa dagang antara Jepang dan Korea Selatan di tahun 2019 WTO tidak menjalankan seluruh peran yang dikemukakan Teori Peran. WTO hanya menjalankan satu peran organisasi internasional, yakni sebagai arena. Peran WTO sebagai arena dapat dilihat ketika kedua negara berkonsultasi untuk menemukan solusi penyelesaian kasus sengketa dagang. Kedua peran lainnya, yakni sebagai instrumen dan aktor, tidak nampak dilaksanakan WTO. WTO tidak berperan sebagai instrumen, karena tidak ada dari kedua pihak yang mempengaruhi negara anggota lain melalui WTO untuk mendukung negaranya agar memenangkan perkara. Sementara peran aktor belum dapat dijalankan WTO karena proses penyelesaian sengketa Jepang dan Korea Selatan melalui WTO baru sampai hingga ke tahap konsultasi. |

Inggris) | The research titled “Role of World Trade Organization (WTO) in Japan Semiconductor Material Trade Dispute Case to South Korea in 2019” compiled based on the case of a trade dispute that occurred between South Korea and Japan in 2019, when Japan applied export limitation of semiconductor materials to South Korea. The aim of this research is to see the role played by WTO as a trade-related international organization to resolve trade disputes between Japan and South Korea. Role Theory used as a framework of this research. Role Theory sees three main roles of international organization as an instrument, an arena, and an actor. According to the data, WTO did not carry out all the roles proposed by the Role Theory in trade dispute case between Japan and South Korea. The only role that appears is as an arena that could be seen when two parties had consultations resolve the trade dispute. Two other roles, which are instrument and actor, did not appear. WTO didn’t take its role as an instrument cause neither of both parties influences the other member states through the WTO to support their country to win the case. The role as an actor has not carried out by WTO cause the dispute resolution process through WTO has only reached the consultation stage.
