Indonesia) | Abstrak Penelitian ini dilaksanakan untuk mengetahui faktor-faktor yang menyebabkan terjadinya tindak pidana pencurian sepeda motor dengan kekerasan (begal motor) di wilayah Kepolisian Sektor Duren Sawit Jakarta Timur dan kebijakan yang diterapkan oleh Kepolisian Sektor Duren Sawit Jakarta Timur dalam menanggulangi begal motor. Penelitian kualitatif dengan pendekatan yuridis sosiologis. Spesifikasi Penelitian deskriptif analitis, Sumber data sekunder meliputi peraturan perundang-undangan, literatur, Pengumpulan data wawancara dan studi kepustakaan, disajikan dalam bentuk uraian, dianalisis dengan metode normatif kualitatif. Faktor-faktor yang menyebabkan terjadinya tindak pidana pencurian sepeda motor dengan kekerasan (begal motor) di wilayah Kepolisian Sektor Duren Sawit Jakarta Timur, dapat dilihat dari dua aspek yaitu pertama dari aspek calon korban dan dari aspek pelaku pembegalan, yaitu : a. Dari aspek calon korban, terdapat empat faktor yang menyebabkan pelaku melakukan pembegalan terhadap calon korban, yakni: 1) Faktor penampilan calon korban, 2) Faktor waktu pembegalan, 3) Faktor tempat pembegalan, dan 4) Faktor cara / modus operandi pembegalan. b. Dari aspek pelaku, terjadinya pembegalan secara khusus disebabkan oleh dua hal yakni : 1) Faktor gaya hidup konsumerisme, dan 2) Faktor latar belakang keluarga para pelaku yang sebagian besar adalah anak broken home. Kebijakan yang diterapkan oleh Kepolisian Sektor Duren Sawit Jakarta Timur dalam menanggulangi begal motor, yaitu : a. Upaya preventif: Sebagai wujud kebijakan yang diterapkan Kepolisian Sektor Duren Sawit, Kota Jakarta Timur dalam penanggulangan aksi pembegalan motor adalah dengan melakukan upaya preventif berupa mengadakan patroli yang dilakukan setiap 30 menit di beberapa titik yang rawan pembegalan dan mengadakan penyuluhan kepada masyarakat terkait keamanan lingkungan melalui Binmas. b. Upaya represif : Upaya represif yang dilakukan Kepolisian Sektor Duren Sawit adalah dengan melakukan penindakan berupa penegakan hukum terhadap pelaku begal motor sesuai dengan proses peradilan pidana. |

Inggris) | Abstract This study was conducted to determine the factors that cause the occurrence of criminal acts of motorcycle theft with violence (begal motor) in the East Jakarta Palm Oil Sector Police and the policies adopted by the East Jakarta Palm Oil Sector Police in tackling motorcycles begal. Qualitative research with a sociological juridical approach. Specifications Analytical descriptive research, secondary data sources include legislation, literature, data collection interviews and literature studies, presented in the form of a description, analyzed by qualitative normative methods. Factors that cause the occurrence of criminal acts of motorcycle theft with violence (begal motorbike) in the East Jakarta Sector Duren Sawit Police Sector, can be seen from two aspects, first from the aspect of potential victims and from the aspect of the perpetrators, namely: a. From the aspect of potential victims, there are four factors that cause perpetrators to hijack the potential victims, namely: 1) Factors of appearance of potential victims, 2) Factors of time of hijacking, 3) Factors of place of hijackings, and 4) Factors of manner / modus operandi of legalization. b. From the aspect of the perpetrators, the occurrence of hijacking is specifically caused by two things namely: 1) Consumerism lifestyle factors, and 2) Family background factors of the perpetrators, most of whom are broken home children. The policies implemented by the East Jakarta Duren Sawit Sector Police in tackling motorcycles, namely: a. Preventive measures: As a form of policy implemented by the Duren Sawit Sector Police, the City of East Jakarta in the prevention of motorbike raid is by conducting a preventive effort in the form of patrolling which is carried out every 30 minutes at several points that are prone to legalization and conducting counseling to the community related to environmental security through Binmas . b. Repressive measures: Repressive efforts by the Duren Sawit Sector Police are to take action in the form of law enforcement against motorbike perpetrators in accordance with the criminal justice process. |
