| Abstrak (Bhs. Indonesia) | Penelitian ini dianalisis dengan menggunakan konsep Responsibility to Protect (R2P). Fokus penelitian ini adalah mengenai respon yang diberikan oleh PBB kepada Republik Demokratik Kongo (RDK) yang masih merekrut anak-anak ke dalam kelompok bersenjata baik itu tentara pemerintah maupun pemberontak setelah RDK membentuk dan menandatangani Rencana Aksi tahun 2012 perihal demobilisasi tentara anak. Berdasarkan data yang diperoleh, respon-respon yang diberikan PBB berupa program non-koersif yang bersifat memperbaiki dan mengajak pemerintah domestik, organisasi regional, organisasi internasional, maupun masyarakat internasional untuk membantu menghentikan perekrutan tentara anak secara keseluruhan. Hal ini disebabkan karena PBB merupakan salah satu aktor internasional yang memiliki kewajiban moral untuk melindungi masyarakat dunia dari kejahatan kemanusiaan bahkan ketika negara dan pemerintah mereka tidak bisa melindungi warga negaranya atau mereka sendiri yang menjadi aktor kejahatan tersebut.

| Abtrak (Bhs. Inggris) | This research analyzed based on the concept of Responsibility to Protect (R2). The focus of this study is about the responses of United Nation (UN) to The Democratic Republic of Congo (DRC) which is still recruiting children into some armed group, both government and rebel group, after DRC formed and signed the Action Plan with UN in 2012 on the demobilization and reintegration of child soldiers. Based on those collected data, the responses from the UN are mostly a non-coercive programs to improve the awarness of international community about child soldiers and invite all of the domestic governments, regional organizations, and international organizations, to stop the recruitment of child soldiers and make the DRC soldiers ‘zero children’. This is because UN is one of the international actors whom has a moral obligation to protect the citizens from all of human crimes even when their countries and governments can not protect their citizens or those who themselves become actors of these crimes.
