| Abstrak (Bhs. Indonesia) | Implementasi merupakan hal yang penting dalam kebijakan publik, karena suatu kebijakan harus di implementasikan agar bisa tercapai tujuan yang diinginkan. Implementasi dalam hal pertanahan merupakan salah satu masalah di Indonesia. Permasalahan dalam penelitian ini dilatar belakangi masih banyak tanah yang belum bersertifikat dan masih kurangnya partisipasi masyarakat. Penelitian ini bertujuan untuk mengetahui adakah pengaruh yang signifikan dan positif antara variabel komunikasi program, sumber daya manusia, disposisi implementor dan Struktur Birokrasi terhadap keberhasilan implementasi program pendaftaran tanah sistematis lengkap (PTSL) di Desa Kracak Kecamatan Ajibarang Kabupaten Banyumas. Penelitian ini Metode penelitian yang digunakan adalah kuantitatif asosiatif dengan teknik pengambilan sampel menggunakan random sampling. Sasaran penelitian adalah masyarakat Desa Kracak dengan sampel 191 orang. Pengumpulan data dilakukan dengan kuesioner dan dokumentasi. Teknik analisis yang digunakan adalah Korelasi Kendall Tau-b, Koefisien Konkordansi Kendall W dan Analisis Regresi Ordinal. Hasil Penelitian dibuktikan dengan hasil analisis korelasi kendall Tau-b menunjukkan (1) terdapat pengaruh yang signifikan dan positif antara komunikasi program (X1) sebesar 0,506 dan regresi ordinal menghasilkan koefisien sebesar 0,406 terhadap keberhasilan implementasi program PTSL, (2) terdapat pengaruh yang signifikan dan positif antara sumber daya manusia (X2) sebesar 0,367, dan regresi ordinal menghasilkan koefisien sebesar 0,408 terhadap keberhasilan implementasi program PTSL, (3) terdapat pengaruh yang signifikan dan positif antara disposisi implementor (X3) sebesar 0,447 dan regresi ordinal menghasilkan koefisien sebesar 0,410 terhadap keberhasilan implementasi program PTSL, (4) terdapat pengaruh yang signifikan dan positif antara struktur birokrasi (X4) sebesar 0,337 dan regresi ordinal menghasilkan koefisien sebesar 0,303 terhadap keberhasilan implementasi program PTSL (Y). Sedangakan sebagaian hasil uji bersama-sama antara variabel komunikasi program, sumber daya, dispoisi dan struktur birokrasi terhadapa keberhasilan implementasi program PTSL melalui konkonrdasi kendall W menghasilkan nilai koefisien sebesar 0,859 dan regresi ordinal menghasilkan koefisien sebesar 0,729 menunjukan arah posistif. Hal ini membuktikan bahwa semua variabel independen mempunyai signifikan dan positif terhadap variabel dependen yaitu keberhasilan implementasi program. |
| Abtrak (Bhs. Inggris) | Implementation is important in public policy because policy must be implemented to achieve the desired goals. Implementation in terms of land is one of the problems in Indonesia. The problem in this study is that there are still many uncertified lands and the lack of community participation. This study aims to determine whether there is a significant and positive influence between the variables of program communication, human resources, implementor disposition and bureaucratic structure on the successful implementation of a complete systematic land registration program (PTSL) in Krack Village, Ajibarang District, Banyumas Regency. This research method used is associative quantitative with sampling techniques using random sampling. The target of the research is the Kracak Village community with a sample of 191 people. Data collection is done by questionnaire and documentation. The analysis technique used is the Kendall Tau-b Correlation, Kendall W Concordance Coefficient, and Ordinal Regression Analysis. The research results are proven by the results of the Tau-b Kendall correlation analysis showing (1) there is a significant and positive effect between program communication (X1) of 0.506 and ordinal regression resulting in a coefficient of 0.406 on the successful implementation of the PTSL program, (2) there is a significant influence and positive between human resources (X2) of 0.367, and ordinal regression produces a coefficient of 0.408 on the successful implementation of the PTSL program, (3) there is a significant and positive influence between the implementor disposition (X3) of 0.447 and ordinal regression produces a coefficient of 0.410 on the success PTSL program implementation, (4) there is a significant and positive influence between bureaucratic structure (X4) of 0.337 and ordinal regression produces a coefficient of 0.303 on the successful implementation of PTSL (Y) program. While part of the test results together between the communication variables, resources, disposition and bureaucratic structure of the successful implementation of the PTSL program through Kendall W concentration produces a coefficient value of 0.859 and ordinal regression produces a coefficient of 0.729 indicating a positive direction. This proves that all independent variables have a significant and positive effect on the dependent variable, namely the successful implementation of the program. |
