| Abstrak (Bhs. Indonesia) | Artikel hasil penelitian ini bertujuan untuk mengetahui siapa saja dan bagaimana peran aktor yang berkepentingan dalam politik implementasi pada Surat Edaran (SE) Bupati nomor: 551.2/2900/2017 terkait larangan operasional ojek online di Kabupaten Banyumas serta untuk mengetahui faktor kontekstual yang mendasari dikeluarkannya Surat Edaran (SE) Bupati nomor: 551.2/2900/2017 terkait larangan operasional ojek online di Kabupaten Banyumas. Dengan menggunakan metode kualitatif dan pendekatan dalam penelitian yang menggunakan studi kasus dalam bingkai perspektif strukturalis dan paradigma konstruktivisme, hasil penelitian tersebut mengungkapkan bahwa Surat Edaran (SE) Bupati nomor: 551.2/2900/2017 di Kabupaten Banyumas disusun berdasarkan tahapan sebagai berikut. Pertama, pro dan kontra ojek online di Kabupaten Banyumas merupakan identifikasi pemasalahan di masyarakat. Kedua, Surat Edaran sebagai solusi dari adanya pro dan kontra. Ketiga, politik implementasi Surat Edaran di Kabupaten Banyumas. Dalam proses perumusan tersebut terdapat aktor-aktor yang terlibat dan berkepentingan. Aktor yang terlibat dibagi menjadi 2 aktor, yakni aktor formal dan aktor informal. Aktor formal antara lain adalah Komisi B bidang perhubungan DPRD Kabupaten Banyumas, Dinas Perhubungan Kabupaten Banyumas. Sedangkan aktor informal yang terlibat diantaranya Paguyuban Ojek Konvensional. Faktor-faktor kontekstual yang mendasari lahirnya Surat Edaran (SE) Bupati nomor: 551.2/2900/2017 di Kabupaten Banyumas antara lain; Pertama, meredam pro dan kontra yang semakin meruncing antara ojek konvensional dan ojek online. Kedua, Surat Edaran hadir dalam kontek persiapan Pemilihan Kepada daerah (Pilkada) Banyumas tahun 2018. Artinya Surat Edaran bertujuan untuk memobilisasi suara dalam Pilkada Kabupaten Banyumas tahun 2018, khususnya ojek konvensional yang di untungkan dalam Surat Edaran. |

Inggris) | This research article aims to find out who and how the role of actors who are interested in implementing politics in the Circular Letter (SE) of the Regent number: 551.2 / 2900/2017 related to the ban on online motorcycle taxi operations in Banyumas Regency and to find out the contextual factors underlying the issuance of Circular (SE) Regent number: 551.2 / 2900/2017 related to the ban on online motorcycle taxi operations in Banyumas Regency. Using qualitative methods and approaches in research that use case studies within a structuralist perspective and constructivism paradigm, the results of the study revealed that the Circular Letter (SE) of the Regent number: 551.2 / 2900/2017 in Banyumas Regency was arranged according to the following stages. First, the pros and cons of online motorcycle taxis in Banyumas Regency is identification of problems in the community. Second, Circular as a solution to the pros and cons. Third, the politics of Circular Letter implementation in Banyumas Regency. In the formulation process there are actors involved and interested. The actors involved are divided into 2 actors, formal and informal actors. Formal actors include Commission B in the transportation sector of the Banyumas Regency DPRD, the Banyumas Regency Transportation Department. While the informal actors involved included the Conventional Ojek Association. Contextual factors that underlie the birth of Circular Letter (SE) Regent number: 551.2 / 2900/2017 in Banyumas Regency, among others; First, reduce the pros and cons that are increasingly taper between conventional motorcycle taxi and online motorcycle taxi. Secondly, Circular Letters are present in the context of preparation for the Election of Regional Election (Pilkada) of Banyumas in 2018. This means that Circular Letters are intended to mobilize votes in the Banyumas Regional Election in 2018, especially conventional motorcycle taxis which are advantageous in Circular. |
