| Abstrak (Bhs. Indonesia) | Pangan lokal adalah salah satu hasil pertanian yang masih segar dan jumlahnya melimpah di Indonesia yang mengandung sumber karbohidrat, protein, vitamin maupun fungsional lainnya yang berpotensi menggantikan fungsi beras. Eksistensi pangan lokal sebagai kuliner turut mendukung pariwisata di Kabupaten Kupang dan sekaligus mendorong pertumbuhan pendapatan masyarakat dan daerah. Oleh karena itu tujuan penelitian ini adalah mencari faktor, aktor dan menyusun strategi pengembangan pangan lokal berdasarkan eigen vecktor dengan metode Analytical Hirarchy Process (AHP). Teknik pengambilan sampel menggunakan metode stratified sampling. Analisis data menggunakan metode Analytical Hirarchy Process (AHP) dan hasil akhir berupa urutan prioritas tertinggi pada faktor, aktor dan alternatif. Hasil penelitian menunjukan faktor yang berpengaruhi pada pengembangann pangan lokal yaitu teknologi, pemasaran, sumber daya manusia, sarana dan prasarana, kebijakan pemerintah. Aktor yang berperan dalam pengembangan pangan lokal yaitu pemerintah, universitas, pengusaha olahan lokal, pertanian, petani dan konsumen. Urutan prioritas pada strategi pengembangan pangan lokal yaitu peningkatan produksi pangan lokal, peningkatan diverifikasi pangan unggulan berbasis pangan lokal, memperkuat kebijakan pemeritah, memperluas pemasaran dan distribusi, penguatan individu sebagai konsumen pangan lokal dan prioritas terakhir yaitu membuat sistem informasi manajemen pasar dan konsumen. |

Inggris) | Local food is one of the agricultural products that is still fresh and abundant in Indonesia, which contains a source of carbohydrates, proteins, vitamins and other functional that has the potential to replace the function of rice. The existence of local food as culinary also supports tourism in Kupang Regency and at the same time encourages the growth of community and regional income. Therefore the purpose of this study is to look for factors, actors and develop local food development strategies based on the eigenvecktor method (AHP). The sampling technique uses stratified sampling method. Data analysis uses the Analytical Hirarchy Process (AHP) method and the final results are in the form of the highest priority sequence of factors, actors and alternatives. The results showed that the factors that influence the development of local food are technology, marketing, human resources, facilities and infrastructure, government policies, climate and weather, geography. Actors who play a role in the development of local government agencies, universities, local processed entrepreneurs, distributors of agricultural products, farmers and consumers. The priority sequence in the local food development strategy is to increase local food production, increase verified local food-based superior food, strengthen government policy, expand marketing and distribution, strengthen individuals as local food consumers and the last priority is to create market and consumer management information systems. |
