| Abstrak (Bhs. Indonesia) | Tujuan penelitian adalah untuk mendeskripsikan bagaimana proses komunikasi pemberdayaan pada saat perencanaan dan implementasi program program perhutanan sosial di Kelompok Tani Hutan Gunung Gajah Lestari. Metode penelitian studi kasus dengan analisisi deskriptif kualitatif. Obyek penelitian adalah proses Komunikasi Pemberdayaan Masyarakat pada perencanaan dan implementasi Program Perhutanan Sosial yang ada di Kelompok Tani Hutan (KTH) Gunung Gajah Lestari. Subyek Penelitian adalah Kelompok Tani Hutan (KTH) Gunung Gajah Lestari Lokasi penelitian di Desa Gongseng Kecamatan Randudongkal Kabupaten Pemalang. Teknik pengumpulan data melalui pengamatan, wawancara, dokumentasi. Hasil penelitian menjelaskan bahwa proses komunikasi pemberdayaan masyarakat pada perencanaan program perhutanan sosial di KTH Gunung Gajah Lestari telah dilakukan dengan cara berkelompok. Komunikator utama adalah pendamping dengan pesan yang disampaikan adalah tahapan program seperti sosialisasi, pengajuan permohonan, verifikasi dan penyusunan rencana pemanfaatan hutan. Pada tahap Implementasi proses komunikasi dilakukan pada saat pelaksanaan program seperti penataan pola tanam, pemanfaatan akses permodalan dll. Kendala yang dihadapi oleh KTH antara lain masih adanya resistensi dari oknum Perum Perghutani kepada petani, tidak ada sinergisitas antara pemerintah daerah, dinas terkait dengan pendamping maupun KTH. Saran yang diberikan dalam penelitian ini adalah perlunya sinergisitas dan singkronisasi terhadap pemangku kebijakan dalam mengaktualisasi program perhutanan sosial dilapangan, perlu sinergisitas antar pemangku kepentingan kehutanan pada fase permodalan hingga dukungan insfrastruktur, perlu adanya standar pendampingan serta perlu adanya penelitian lanjutan terkait pemberdayaan, manajemen hingga pola bisnis yang ada di KTH. |

Inggris) | The research objective is to describe how the empowerment communication process during the planning and implementation of social forestry programs in the Gunung Gajah Lestari Forest Farmers Group. Case study research method with qualitative descriptive analysis. The object of research is the process of Community Empowerment Communication in the planning and implementation of the Social Forestry Program in the Gunung Gajah Lestari Forest Farmers Group. The research subjects were the Gunung Gajah Lestari Forest Farmer Group (KTH). The location of the study was in Gongseng Village, Randudongkal District, Pemalang Regency. Data collection techniques through observation, interviews, documentation. The results of the study explained that the communication process of community empowerment in the planning of social forestry programs in KTH Gunung Gajah Lestari was carried out in groups. The main communicator is a companion with the message delivered is the stages of the program such as socialization, submission of requests, verification and preparation of forest utilization plans. At the stage of the implementation of the communication process carried out during the implementation of the program such as structuring cropping patterns, utilization of capital access, etc. Constraints faced by KTH include the continued resistance from Perum Perghutani to farmers, there is no synergy between local governments, agencies related to assistants or KTH. Suggestions given in this research are the need for synergy and synchronization with policy makers in actualizing social forestry programs in the field, synergy between forestry stakeholders in the capital phase to infrastructure support, the need for assistance standards and the need for further research related to empowerment, management to business patterns in KTH. |
