| Abstrak (Bhs. Indonesia) | Artikel hasil dari penelitian ini bertujuan untuk memahami dan mendiskripsikan relasi kuasa antara pemerintah Desa Klopoduwur dengan Lembaga Adat Sedulur Sikep dalam perencanaan pengembangan wisata lokal serta mengetahui faktor pendukung dan penghambat di dalam proses perencanaan pengembangan wisata sedulur sikep. Dengan menggunakan metode kualitatif dan pendekatan fenomenologi dalam bingkai perspekti strukturalis dan paradigma non-positivisme khususnya konstruktivisme. Teknik pemilihan informan menggunakan purposive sampling. Teknik pengumpulan data menggunakan wawancara mendalam, observasi dan studi dokumentasi serta teknik analisis datanya menggunakan teknik analisis interaktif. Sedangkan untuk keabsahan data menggunakan teknik triangulasi sumber. Hasil dari penelitian ini mengungkapkan bahwa: pertama menunjukkan bahwa di dalam proses perencanaan pengembangan pariwisata relasi kuasa yang terjadi diantara pemerintah Desa Klopoduwur dengan lembaga adat sedulur sikep didominasi oleh pemerintah desa dan lembaga adat sedulur sikep cenderung lebih mengikuti keputusan dari pemerintah desa. Hal ini dapat dilihat dari susunan anggota pokdarwis sedulur sikep yang di bentuk di dominasi oleh pilihan dari pemerintah desa. Kedua: beberapa aktor yang terlibat di dalam proses perencanaan pengembangan pariwisata adalah pemerintah desa Klopoduwur, lembaga adat sedulur sikep serta pokdarwis sedulur sikep. Ketiga: faktor pendorong di dalam perencanaan pengembangan pariwisata adalah dengan adanya SK Pokdarwis sedulur sikep dan factor penghambat dalam perencanaan pengembangan pariwisata adalah permasalahan sumber daya manusia yang masih minim pengetahuan tentang parwisata menjadi persoalan tersendiri. |

Inggris) | The results of this research article aims to understand and describe the power relations between the Klopoduwur village government and the Sedulur Sikep Customary Institution in local tourism development planning and to know the supporting and inhibiting factors in the planning process of sikepul tourism. By using qualitative methods and phenomenological approaches in a structuralist perspective and non-positivism paradigm, especially constructivism. The informant selection technique uses purposive sampling. Data collection techniques using in-depth interviews, observation and documentation study and data analysis techniques using interactive analysis techniques. As for the validity of the data using source triangulation techniques. The results of this study reveal that: first shows that in the planning process of developing tourism the power relations that occur between the Klopoduwur Village government and the adat sedulur sikep institution are dominated by the village government and the adat sedepur sikep institution tends to follow more the decisions of the village government. This can be seen from the composition of sedulur sikep pokdarwis members in the form dominated by the choice of the village government. Second: some of the actors involved in the tourism development planning process are the Klopoduwur village government, the Sedulur Sikep traditional institution and the Sikul Sedulur Pokdarwis. Third: the driving factor in the planning of tourism development is the existence of SK Sikdarwis sedulur sikep and the inhibiting factor in tourism development planning is the problem of human resources that still lack knowledge about tourism becomes a separate issue. |
