| Abstrak (Bhs. Indonesia) | Studi ini membahas implementasi diplomasi kebudayaan maupun publik Prancis terhadap Indonesia melalui lembaga Institusi dengan program-programnya. Bagaimana sebenarnya strategi dan karakter diplomasi ini? Sampai seberapa jauh diplomasi budaya memperkuat tujuan dan kepentingan nasional? Apa saja upaya, tantangan dan kesempatan dalam mengimplementasikan tipe diplomasi ini? Studi ini menguatkan argumen bahwa ada hubungan secara langsung atau tidak langsung antara diplomasi pendidikan dan kepentingan nasional. Disamping beberapa beberapa capaian, masih ada beberapa kekurangan, dan kendala yang menghambat untuk dapat memaksimalkan hasil dari upaya institusi seperti warung Prancis ini. Artikel ini juga berargumen bahwa diplomasi Soft Power memperkuat signifikansi ‘new diplomacy’ atau ‘neo diplomacy’. Bentuk diplomasi ini melibatkan berbagai aktor sehingga bersifat inklusif dalam proses diplomasi saat ini dibutuhkan. Untuk menjelaskan secara lebih terperinci dari fenomena ini maka juga akan diterangkan dengan studi kasus lembaga warung Prancis oleh Institut Francais D’Indonesie. |
| Abtrak (Bhs. Inggris) | This study discusses the implementation of French cultural and public diplomacy towards Indonesia through institutional institutions and its programs. What exactly is the strategy and character of this diplomacy? To what extent does cultural diplomacy strengthen national goals and interests? What are the efforts, challenges and opportunities in implementing this type of diplomacy? This study reinforces the argument that there is a direct or indirect relationship between educational diplomacy and national interests. Besides some achievements, there are still some shortcomings, and obstacles that hamper to be able to maximize the results of the efforts of institutions like this Warung Prancis. This article also argues that Soft Power diplomacy reinforces the significance of 'new diplomacy' or 'neo diplomacy'. This form of diplomacy involves various actors so that it is inclusive in the diplomatic process when it is needed. To explain in more detail from this phenomenon it will also be explained by a case study of a Warung Prancis institution by the Francais Institute D'Indonesie. |
