| Abstrak (Bhs. Indonesia) | Program e-Office yaitu penerapan sistem surat menyurat dan pengelolaan nota dinas secara elektronik dengan memanfaatkan Teknologi Informasi dan Komunikasi serta internet. Penerapan program e-Office merupakan langkah awal untuk mempercepat terwujudnya e-Government di Kabupaten Banyumas menuju pemerintahan berbasis teknologi informasi. Adanya teknologi informasi diharapkan sistem kerja organisasi akan semakin cepat dan akurat. Penelitian ini bertujuan untuk mengkaji dan mengetahui adanya pengaruh kepemimpinan, komitmen organisasional dan pengembangan kemampuan SDM, baik secara parsial maupun secara bersama-sama terhadap efektivitas program e-Office pada OPD Kabupaten Banyumas. Jenis penelitian ini merupakan penelitian kuantitatif dengan metode survei. Penelitian ini dilakukan di jajaran OPD di Kabupaten Banyumas. Populasi dalam penelitian ini adalah seluruh OPD Kabupaten Banyumas yang telah menjalankan program e-Office yang berjumlah 14 OPD. Selanjutnya, OPD yang ditetapkan menjadi sampel pilih secara purposive random sampling. Selanjutnya pada setiap OPD yang terpilih sebagai sampel ditentukan sampel penelitian adalah semua pegawai yang memanfaatkan naskah dinas yang terlibat langsung dalam pelaksanaan tata naskah dinas elektronik pada OPD yang telah menerapkan program e-Office. Sampel penelitian berjumlah 112 personil. Tekhnik analisis data yang digunakan meliputi; analisis statistik deskriptif dan analisis korelasi Kendall’s Tau-c, Koefisien Konkordansi Kendall W dan Regresi Ordinal. Hasil penelitian ini menunjukkan bahwa Kepemimpinan memiliki pengaruh yang signifikan terhadap efektivitas penerapan e-Office di Kabupaten Banyumas, dengan pengaruh yang diberikan sebesar 49,6%. Komitmen Organisasi memiliki pengaruh yang signifikan terhadap efektivitas penerapan e-Office di Kabupaten Banyumas, dengan pengaruh yang diberikan sebesar 35,4%. Kemampuan SDM memiliki pengaruh yang signifikan terhadap efektivitas penerapan e-Office di Kabupaten Banyumas, dengan pengaruh yang diberikan sebesar 49,1%. |

Inggris) | The e-office program is the application of electronic correspondence systems and official note management by utilizing Information and Communication Technology and the internet. The implementation of e-office program is the first step to accelerate the realization of e-Government in Banyumas Regency towards information technology-based governance. The existence of information technology is expected to make the organization's work system faster and more accurate. This study aims to examine and determine the influence of leadership, organizational commitment and human resource capacity development, both partially and jointly on the effectiveness of e-office programs in the Regional Organization of Banyumas Regency. This type of research is quantitative research with survey methods. This research was conducted in the ranks of local government organizations in Banyumas Regency. The population in this study are all Regional Organizations of Banyumas Regency that have run e-office programs totaling 14 OPD. Furthermore, OPD which is determined to be the sample is selected by purposive random sampling. Furthermore, in each OPD selected as a sample the research sample was determined, all employees who used the official manuscripts were directly involved in the implementation of the electronic service manuscripts at the OPD who had implemented the e-office program. The research sample of 112 personnel. Data analysis techniques used include; Descriptive statistical analysis and Kendall's Tau-c correlation analysis, Kendall W's Concordance Coefficient and Ordinal Regression. The results of this study indicate that: 1) Leadership has a significant influence on the effectiveness of the implementation of e-Office in Banyumas Regency, with a given effect of 49.6%. 2) Organizational Commitment has a significant influence on the effectiveness of the implementation of e-Office in Banyumas Regency, with a given influence of 35.4%. 3) The ability of HR has a significant influence on the effectiveness of the implementation of e-Office in Banyumas Regency, with a given effect of 49.1%. |
