| Abstrak (Bhs. Indonesia) | Teh merupakan salah satu komoditas hasil perkebunan yang mempunyai peran penting dalam perekonomian nasional, yaitu sebagai sumber pendapatan petani, penyerapan tenaga kerja, dan sumber devisa negara. Kecamatan Pulosari Kabupaten Pemalang merupakan salah satu wilayah penghasil teh rakyat di Provinsi Jawa Tengah dengan hasil produksi yang kurang maksimal. Hal ini disinyalir karena kapabilitas pengusaha teh rakyat masih rendah dalam pengusahaan teh rakyat. Penelitian bertujuan untuk mengetahui : tingkat kapabilitas pengusaha teh rakyat, dan komponen-komponen pembentuk tingkat kapabilitas pengusaha teh rakyat di Kecamatan Pulosari Kabupaten Pemalang. Penelitian dilakukan secara survai di wilayah Kecamatan Pulosari di dua desa yaitu Desa Penakir dan Desa Pagenteran. Pengambilan data dilaksanakan bulan 18 Februari sampai 20 Maret 2019. Penentuan responden dalam penelitian ini menggunakan Non Probability Sampling dengan teknik sensus. Sasaran penelitian adalah pengusaha teh rakyat. Analisis data yang digunakan adalah analisis deskriptif dengan bantuan alat ukur Likert’s Summated Ratings yang dilanjutkan dengan metode Succesive Interval. Hasil penelitian menunjukkan bahwa tingkat kapabilitas pengusaha teh rakyat berdasarkan aspek ekonomi, aspek teknis, dan aspek sosial berada dalam kategori rendah, karena kurang menguasai strategi pemasaran, dan hasil teh rakyat yang dihasilkan tidak berkualitas tinggi, komponen pembentuk kapabilitas yang termasuk dalam kategori tinggi dari aspek ekonomi meliputi kemampuan mengadakan sarana produksi usaha teh rakyat, kemampuan menyediakan alat-alat dan perlengkapan untuk produksi teh rakyat. Aspek teknis kategori tertinggi meliputi umur , tingkat pendidikan , dan luas lahan. Komponen pembentuk kapabilitas aspek sosial menunjukan keseluruhan sub komponen aspek sosial dalam kategori rendah. |

Inggris) | Tea is one of the commodities of plantation products that has an important role in the national economy, namely as a source of farmer income, employment, and a source of foreign exchange. Pulosari District Pemalang Regency is one of the people's tea-producing regions in Central Java Province with less than maximum production results. This was allegedly due to the low capability of the people in the tea business in the utilization of community tea. The study aims to determine: the capability of the people tea entrepreneurs, and the components forming the capability level of the people tea entrepreneurs in Pulosari District Pemalang Regency. The study was conducted in a survey in the Pulosari District area in two villages, Penakir Village and Pagenteran Village. Data was collected from 18 February to 20 March 2019. Determination of respondents in this study using Non Probability Sampling with census techniques. The target of the research is the people's tea entrepreneurs. Analysis of the data used is descriptive analysis with the help of Likert’s Summated Ratings, followed by the Successful Interval method. The results showed that the capability of people's tea entrepreneurs based on economic aspects, technical aspects, and social aspects were in the low category, because they did not master marketing strategies, and the results of the people's tea were not of high quality, the forming components of capabilities included in the high category of aspects The economy includes the ability to hold production facilities for the people's tea business, the ability to provide tools and equipment for the people's tea production. The highest technical aspect category includes the current age, the current level of education, and the area of land. Components forming the capability of social aspects show the overall sub-components of social aspects in the low category. |
