Indonesia) | ABSTRAK TEKNIK PENGUNGKAPAN TINDAK PIDANA PENGANIAYAAN PADA SUPORTER BOLA JAK MANIA HARINGGA SIRLA (Studi di Polrestabes Bandung) Oleh: INTAN BUDI UTAMI E1A113105 Maraknya tindakan penganiayaan yang kita lihat dari berbagai sumber menjadi pertanda bahwa hal tersebut tidak lepas dari perilaku masyarakat yang kurang terkontrol baik itu yang dikarenakan rendahnya tingkat pendidikan dan pengaruh lingkungan pergaulan yang kurang baik. Perselisihan baik secara personal ataupun kelompok dapat menjadi suatu faktor yang dapat mengundang terjadinya tindak kekerasan yang berujung pada penganiayaan.Penelitian ini bertujuan mengetahui teknik penyidik Polrestabes Bandung dalam mengungkap tindak pidana penganiayaan pada suporter bola Jak Mania Haringga Sirla dan kendala penyidik dalam penegakan hukum. Metode penelitian yang digunakan adalah yuridis sosiologis dengan spesifikasi penelitian deskriptif. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Data primer diperoleh melalui wawancara dengan informan, sedangkan data sekunder diperoleh dari studi kepustakaan. Data yang telah diperoleh kemudian diolah dan dianalisis dengan metode kualitatif dan disajikan dalam bentuk uraian yang tersistematis. Hasil penelitian menunjukkan bahwa adanya laporan dari masyarakat terkait adanya tindak pidana penganiayaan yang terjadi Stadion Gelora Bandung Lautan Api (GBLA) dan diperoleh barang bukti berupa pakaian korban, bercak darah, kayu, puce line, besi, batu serta kursi. Dalam pemeriksaan terhadap saksi, diperoleh alat bukti surat yaitu Visum Et Reperetum yang dilakukan oleh seorang ahli dalam bidangnya yaitu dokter forensik dengan menganalisis kecocokan bercak darah pada pakaian korban dan hasilnya benar adanya. Dalam penegakan hukum, penyidik terkendala oleh faktor hukumnya, faktor masyarakat dan faktor budaya. |

Inggris) | ABSTRACT PERSECUTION CRIMINAL ACTS DISCLOSURE TECHNIQUES TOWARDS JAK MANIA SUPPORTERS HARINGGA SIRLA (Study at Bandung Polrestabes) By: INTAN BUDI UTAMI E1A113105 The rampants acts of persecution from various sources are a sign that its inseparable from the behavior of people who are less controlled, both because of the low level of education and the influence of a bad social environment. Personal or group disputes could be a factor that lead to violence that results in persecution. This research aims to know the techniques of Bandung Polrestabes investigators in uncovering criminal acts of presecution on Jak Mania Supporters Haringga Sirla and investigators’ obstacles in law enforcement. The Sociological Juridical with Descriptive Research Specifications was used in this research. The data used in this research were primary and secondary data. The primary data were obtained through interviews with informants, while secondary data were obtained from literature study. The data processed and analyzed by qualitative methods and presented in the form of a systematic description. The results showed that there were report from the public related to the criminal acts of persecution occured at Gelora Bandung Lautan Api (GBLA). The investigators went to the crime scene and analyzed reports from the public and obtained evidence at the crime scene. Victim’s clothes, blood spots, wood, puce line, iron, stone and chairs were obtained as the evidences at the crime scene. The investigator conducted an examination of the witness to obtain the statement. The examination results obtained from the victim were in the form of a letter of evidence (Visum Et Reperetum) conducted by an expert (a forensic doctor) by analyzing the suitability of blood spots on the victim's clothes and the results were correct. In law enforcement, investigators were constrained by legal factors, community factors and cultural factors. |
