| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk mengetahui bagaimana pengaruh penerapan program samsat keliling dalam mendukung efektifitas kinerja Unit Pelayanan Pendapatan Daerah Propinsi Jawa Tengah di Wilayah Kabupaten Banyumas. Penelitian ini merupakan penelitian dengan metode kualitatif yang menggunakan pendekatan teori Lenvine yaitu menggunakan indikator Responsiveness atau responsivitas, yaitu daya tanggap penyedia pelayanan terhadap harapan, keinginan, aspirasi, maupun tuntutan penggunaan layanan, Responsibility atau responsibilitas yang menunjukkan seberapa jauh proses pemberian pelayanan publik itu dilakukan sesuai dengan prinsip prinsip atau ketentuan adaministrasi dan organisasi yang benar dan telah ditetapkan, dan indikator Accountability atau akuntabilitas yang menunjukkan seberapa besar proses penyelenggara pelayanan publik sesuai dengan kepentingan stakeholders dan norma-norma yang berkembang dalam masyarakat. Penelitian dilakukan di Kantor Samsat dan lokasi pelayanan samsat keliling di Kabupaten Banyumas. Sasaran pada penelitian ini adalah Kepala UPPD Kabupaten Banyumas, petugas samsat keliling, dan masyakat wajib pajak pengguna layanan samsat keliling dengan teknik pemilihan informan dalam penelitian ini adalah purposive sampling dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Hasil penelitian menunjukkan bahwa peningkatan pelayanan Samsat melalui inovasi samsat keliling menunjukkan adanya peningkatan signifikan pencapaian prosentase target UPPD Kabupaten Banyumas dari target yang di berikan oleh UPPD Pusat Provinsi Jawa Tengah. Dari aspek Responsivitas, kesesuaian program samsat keliling dilihat dari respon masyarakat menunjukan adanya kesesuaian terhadap harapan masyarakat. Dari aspek Responsibilitas, pelayanan yang professional, syarat yang sederhana dan pelayanan yang cepat menjadi faktor penerimaan positif masyarakat terhadap samsat keliling. Dari aspek akuntabilitas, penerapan samsat keliling memberikan pengaruh terhadap peningkatan pencapaian target Samsat Kabupaten Banyumas yang diberikan oleh UPPD Provinsi Jawa Tengah. |

Inggris) | This program aims to learn how to implement the mobile samsat program in supporting the effectiveness of the Central Java Provincial Revenue Performance Unit in the Banyumas District. This research is a qualitative method that uses Lenvine's theory, namely using indicators of responsiveness or responsiveness, namely responsiveness of service providers to expectations, desires, aspirations, assistance in use, responsibilities or responsibilities related to the public assistance process required by the principle administrative and organizational provisions that have truly been established, and indicators of accountability or accountability that point to the large process of public administration in accordance with the interests of stakeholders and the norms that develop in society. The study was conducted at the Samsat Office and the location of the mobile samsat service in Banyumas Regency. The objectives of this study were the Head of UPPD in Banyumas Regency, mobile samsat officers, and taxpayers using mobile samsat services with informant selection techniques in this study were purposive sampling with data tracking techniques through interviews, searches, and observations. The results showed an increase in Samsat services through the innovation of mobile circumference showed a significant increase in the percentage of UPPD targets in Banyumas Regency from the targets given by the Central UPPD of Central Java Province. From the aspect of Responsiveness, the mobile samsat suitability program seen from the community response shows preferences in accordance with the expectations of the community. From the aspect of responsibility, professional service, simple requirements and fast service are positive factors for community acceptance of mobile samsat. From the aspect of accountability, the application of mobile samsat has an influence on increasing the achievement of targets of the Banyumas District Samsat given by the UPPD of Central Java Province. |
