| Abstrak (Bhs. Indonesia) | Penelitian ini menjelaskaan dan menggambarkan E-Demokrasi dalam Penyelenggaraan Pemerintah Daerah Provinsi DKI Jakarta melalui Aplikasi Media Sosial Qlue. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan pendekatan studi kasus. Data diperoleh dari hasil observasi, wawancara, dan studi dokumentasi. Pengumpulan informan menggunakan teknik purposive sampling dan snowball sampling dengan memilih informan berdasarkan rekomendasi informan kunci. Hasil dari penelitian ini menunjukan bahwa ruang publik digital saat ini telah menjadi salah satu organ penting dalam berdemokrasi. Pengembangan e-demokrasi merupakan upaya untuk mengembangkan penyelenggaraan pemerintahan yang berbasis elektronik dalam rangka meningkatkan kualitas berdemokrasi dan layanan publik secara efektif dan efisien. Melalui aplikasi Qlue, masyarakat dapat melaporkan keluhan terhadap permasalahan pelayanan publik yang ada di lingkungan sekitarnya langsung kepada birokrat. Setiap keluhan warga dipantau progresnya oleh pemerintah untuk memastikan semua direspon dan ditindaklanjuti oleh unit kerja terkait. Saat ini Qlue memiliki sekitar 10.000 pengguna aktif dengan 2.000 laporan per harinya. Terdapat lima masalah publik yang paling banyak dilaporkan melalui Qlue yaitu mengenai pelanggaran aturan daerah, sampah, parkir liar, fasilitas umum dan kemacetan. Ada tiga faktor pendorong penerapan aplikasi media sosial Qlue di Provinsi DKI Jakarta yaitu, (1) memangkas jalur birokrasi dan respon cepat birokrat, (2) meningkatkan akuntabilitas dan transparansi pemerintah, (3) melibatkan banyak aktor pendukung. Selain itu, penelitian ini juga menemukan beberapa temuan penelitian dalam penggunaan aplikasi Qlue yaitu, (1) hanya berpengaruh pada tataran teknis, (2) belum memadahi semua kalangan, (3) sering disalahgunaan oleh pengguna. Kesimpulan yang diperoleh dari penelitian ini adalah bahwa penggunaan aplikasi media sosial Qlue terbukti mendukung proses e-demokrasi dilihat dari banyaknya laporan yang masuk setiap harinya. Selain itu melalui forum online semua pihak yang terlibat bisa saling berkomunikasi. Atas capaian ini, Qlue telah menjadi jalan baru dalam upaya memperkuat e-demokrasi sekaligus meningkatkan kepedulian warga terhadap permasalahan yang ada dilingkungan sekitar dengan memanfaatkan inovasi teknologi informasi. |
| Abtrak (Bhs. Inggris) | This study explains and describes E-Democracy in the implementation of the Government of DKI Jakarta Province through the Qlue Social Media Application. The research method used is descriptive qualitative method with a case study approach. Data obtained from observations, interviews, and documentation studies. The collection of informants used purposive sampling and snowball sampling techniques by selecting informants based on key informant recommendations. The results of this study show that today's digital public space has become an important part of democracy. The development of e-democracy is an effort to develop electronic-based governance in order to improve the quality of democracy and public services effectively and efficiently. Through the Qlue application, the public can report complaints about public service issues in the immediate environment directly to bureaucrats. Every citizen complaint is monitored by the government to ensure that everything that is responded and followed up by the relevant work unit. Qlue currently has around 10,000 active users with 2,000 reports per day. There are five most public problems reported through Qlue, namely violations of regional regulations, garbage, illegal parking, public facilities and traffic. There are three factors driving the implementation of Qlue social media applications in the DKI Jakarta, there are, (1) cutting down the bureaucratic path and the bureaucrat's rapid response, (2) increasing government accountability and transparency, (3) involving many supporting actors. In addition, this study also found several research findings in the use of Qlue applications, namely, (1) only influences at the technical level, (2) has not yet met all groups, (3) often misused by users. The conclusion obtained from this study is that the use of Qlue social media applications is proven to support the e-democracy process seen from the many entry reports every day. In addition, through online forums all parties involved can communicate with each other. For this achievement, Qlue has become a new way to strengthen e-democracy while at the same time increasing citizens' awareness of the problems that surround them by utilizing information technology innovations. |
