| Abstrak (Bhs. Indonesia) | Upaya pemerintah dalam mengatasi permasalahan sampah yang dihadapi masyarakat adalah melalui Program Bank Sampah. Program Bank Sampah tidak dapat terlepas dari Program Reduce – Reuse – Recycle yang bertujuan untuk mengurangi pencemaran lingkungan dan mengubah perilaku masyarakat terhadap sampah. Dan yang dikaji dalam penelitian ini adalah Bagaimana Implementasi Program Reduce – Reuse – Recycle di Bank Sampah “Bintang Sembilan” Kelurahan Berkoh Kecamatan Purwokerto Selatan Kabupaten Banyumas. Penelitian ini merujuk pada teori implementasi menurut Smith yang secara sederhana menjelaskan bahwa implementasi kebijakan dipengaruhi oleh empat variable, yang dalam penelitian ini adalah sebagai fokus kajian penelitian yaitu: idealized policy; target groups; implementing organization; environmental. Hasil analisis yang diperkuat dengan analisis jaringan kausal menunjukan bahwa nasabah bank sampah telah paham terhadap kegiatan Reduce – Reuse – Recycle atau 3R serta pentingya kegiatan tersebut dan telah melaksanakannya. Cakupan kelompok sasaran atau nasabah bank sampah hanya sebagian dari masyarakat Kelurahan Berkoh. Kemampuan Organisasi Pelaksana sangat terbatas dari segi kuantitasnya. Budaya nasabah bank sampah dalam pengelolaan sampah sudah menganut prinsip-prinsip pengelolaan sampah yang baik melalui kegiatan Reduce – Reuse – Recycle. |
| Abtrak (Bhs. Inggris) | The government's efforts in overcoming the garbage problem faced by the community are through the Waste Bank Program. The Waste Bank Program cannot be separated from the Reduce - Reuse - Recycle Program which aims to reduce environmental pollution and change people's behavior towards waste. And what was examined in this study was How the Implementation of the Reduce-ReuseRecycle Program in the "Bintang Sembilan" Waste Bank Berkoh, South Purwokerto District, Banyumas Regency. This study refers to the implementation theory according to Smith, which simply explains that policy implementation is influenced by four variables, which in this study are the focus of research studies, namely: idealized policy; target groups; implementing organization; environmental The analysis results reinforced by the analysis of causal networks show that garbage bank customers understand the activities of Reduce - Reuse - Recycle or 3R and the importance of these activities and have implemented them. The coverage of target groups or waste bank customers is only a part of Berkoh community. The ability of the Implementing Organization is very limited in terms of quantity. The culture of waste bank customers in waste management has embraced the principles of good waste management through the activities of Reduce - Reuse - Recycle. |
