| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul “Politik Implementasi Perda Kabupaten Banyumas Nomor 16 Tahun 2015 tentang Penanggulangan Penyakit Masyarakat terhadap Kelompok Masyarakat Miskin Kota di Purwokerto”. Penelitan ini bermaksud untuk memahami dan mendeskripsikan proses implementasi dari Perda Nomor 16 Tahun 2015 di wilayah Purwokerto serta memahami dan menjelaskan tentang aspek-aspek politik yang mempengaruhi proses implementasi Perda Kabupaten Banyumas Nomor 16 Tahun 2015 tentang Penanggulangan Penyakit Masyarakat terhadap Kelompok Masyarakat Miskin Kota di Purwokerto. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data yang digunakan yaitu data primer dan sekunder. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara mendalam, observasi, dan dokumentasi. Teknik pemeriksaan validitas data dengan trianggulasi sumber. Sedangkan metode analisis data adalah dengan menggunakan model analisis interaktif yang memuat tiga komponen yaitu kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini yaitu pertama, implementasi Perda Kabupaten Banyumas Nomor 16 Tahun 2015 terdiri dari berbagai tahapan proses yaitu sosialisasi, penjaringan dan razia pelaku penyakit masyarakat hingga rehabilitasi pelaku penyakit masyarakat. Kedua, penelitian ini mengungkap adanya aspek politik dalam implementasi perda dimana ditemukan konflik kepentingan antar aktor dalam lingkungan implementasi. Konflik kepentingan terjadi antara rentenir penampung masyarakat miskin kota dengan pemerintah selaku eksekutor dan inisiator perda. Kelompok kepentingan berusaha menggagalkan implementasi bahkan ingin pemerintah mencabut Perda karena kepentingan ekonomi yang terancam jika perda berhasil diterapkan. |

Inggris) | This research is entitled "Politics of Implementation of Regional Regulations in Banyumas Regency Number 16 of 2015 concerning Prevention of Community Disease against Municipal Poor Groups in Purwokerto". This research intends to understand and describe the implementation process of Regional Regulations Number 16 Year 2015 in the Purwokerto region and to understand and explain the political aspects that influence the process of implementing the Banyumas District Regulation Number 16 of 2015 concerning Community Disease Management for City Poor Groups in Purwokerto. This study uses qualitative research methods with a case study approach. The data used are primary and secondary data. Data collection techniques used in this study were in-depth interviews, observations, and documentation. The technique of checking data validity with source triangulation. While the method of data analysis is to use an interactive analysis model that contains three components, namely data condensation, data presentation, conclusion drawing. The results of this study are first, the implementation of the Local Regulation of Banyumas Regency Number 16 of 2015 consists of various stages of the process, namely socialization, screening and raids of perpetrators of community diseases to the rehabilitation of perpetrators of community diseases. Secondly, this study revealed the existence of political aspects in the implementation of local regulations where conflicts of interest were found between actors in the implementation environment. Conflict of interest occurs between moneylenders who hold the urban poor and the government as executors and initiators of local regulations. The interest group tried to thwart the implementation and even wanted the government to revoke the Regional Regulation because of threatened economic interests if the local regulation was successfully implemented. |
