| Abstrak (Bhs. Indonesia) | Penelitian ini Berjudul “Konsensus dalam Konflik Politik antara Pemerintah Desa dengan Masyarakat Pada Program Nasional Agraria di Desa Kebocoran Kabupaten Banyumas Tahun 2017, bertujuan untuk memahami dan mendeskripsikan konsensus dalam konflik. Konflik yang terjadi di Desa Kebocoran karena adanya pungutan liar dari Program Nasional Agraria dan tidak percayanya masyarakat terhadap Pemerintahan Desa Kebocoran. Konflik ini melibatkan Pemerintah Desa Kebocoran dengan Masyarakat Desa Kebocoran yang mendaftarkan tanahnya. Penelitian ini menggunakan metode penelitian kualitatif dengan paradigma kontruktivisme serta pendekatan studi kasus. Data diperoleh dari hasil observasi, wawancara, dan studi dokumentasi. Teknik pemilihan informan dalam penelitian ini adalah menggunakan teknik purposive sampling, dan didukung juga dengan menggunakan teknik snowball sampling. Di dalam kerangka penelitian ini menggunakan kerangka pemikiran konflik politik, konsensus, peran aktor. Hasil penelitian ini adalah, bahwa konflik yang terjadi di Desa Kebocoran memerlukan berbagai pihak dalam proses penyelesaiannya. Proses konsensus dalam konflik antara pemerintah desa dengan masyarakat dilakukan melalui bantuan pihak ketiga yaitu mediator. Mediator dalam proses konsensus pada kasus ini adalah BPN Kabupaten Banyumas, pihak Kecamatan Kedungbanteng dan didampingi oleh Polsek Kedungbanteng. Proses konsensus juga tidak terlepas dari adanya aktor yang berperan di dalamnya. Kedua belah pihak sama-sama menyerahkan persoalan konflik kepada pihak mediator terutama BPN. Munculya pencapaian konsensus dengan melakukan negosiasi dan mediasi di antara kedua belah pihak yang berkonflik untuk mencapai kesepakatan. |

Inggris) | The title of research is the “consensus in political conflicts between the village government with the community on the national agrarian program in the Kebocoran village Banyumas district 2017” , aims to understand and describe the consensus in conflict. Conflicts have occurred in the Kebocoran village because illegal charges of the national agrarian program and unbelieve by community to Kebocoran Village Government. This conflict involved The Kebocoran Village Government and community who register their land. The research uses qualitative research method with constructivism paradigm and use a case study.The technique selection of informant research uses purposive sampling, and supported by the snowball technique. In the frameworks of thought this research using the frameworks of political conflicts, the consensus, the role of actors. The result of research are: first, conflict which done in Kebocoran village need involvement multi actors in problem solving The consensus process in the conflict between the village government and the community was carried out through by the mediator. The mediator in the consensus process in this case is the BPN of Banyumas Regency, the Kedungbanteng District of Government and accompanied by the Kedungbanteng Police. The consensus process is also inseparable from the presence of actors who play a role in it. Both parties shared the issue of conflict with the mediator, especially the BPN. The emergence of consensus reached by negotiating and mediating between the two conflicting parties to reach an agreement. . |
