| Abstrak (Bhs. Indonesia) | Pilkada serentak di atur dalam Undang-Undang No. 8 Tahun 2015 tentang perubahan atas Undang-Undang No. 1 Tahun 2015 pada pasal 3 ayat (1) yang menetapkan bahwa Pemilihan dilaksanakan secara serentak diseluruh wilayah Indonesia setiap 5 tahun sekali. Undang-Undang No. 8 Tahun 2015 dalam pasal 65 ayat (2) menetapkan bahwa beberapa metode kampanye difasilitasi oleh KPU yang didanai dari APBD dan salah satu metode kampanye yang difasilitasi tersebut berupa APK dan bahan kampanye. Oleh karena itu, hal ini menarik untuk dikaji lebih lanjut mengenai implementasi kebijakan fasilitasi APK dan bahan kampanye oleh KPUD Kabupaten Banyumas yang telah berlangsung dan dalam implementasinya terdapat pelanggaran terhadap pemasangan APK dan bahan kampanye yang tidak sesuai dengan peraturan yang ditetapkan. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan KPU Daerah dalam pelaksanaan fasilitasi APK dan bahan kampanye pada Pilkada serentak 2018 di Kabupaten Banyumas. Metode penelitian yang digunakan dalam penelitian ini yaitu kualitatif deskriptif. Teknik pengumpulan informan yang digunakan dalam penelitian ini yaitu teknik purposive sampling. Dari hasil penelitian pelaksanaan kebijakan fasilitasi APK dan bahan kampanye sesuai pendekatan compliance dan model George Edwards III dapat disimpulkan bahwa implementasi kebijakan tersebut belum terbilang patuh. Hal tersebut dikarenakan faktor komunikasi, sumber daya, disposisi sikap dan struktur birokrasi yang merupakan indikator kepatuhan belum terlaksana secara optimal. |

Inggris) | Pilkada is simultaneously regulated in Law No. 8 of 2015 concerning changes to Law No. 1 of 2015 in Article 3 paragraph (1) which stipulates that elections are held simultaneously throughout the territory of Indonesia every 5 years. Law No. 8 of 2015 in article 65 paragraph (2) stipulates that several methods of campaigning were facilitated by KPU funded from the APBD and one of the facilitated campaign methods was in the form of APK and campaign material. Therefore, it is interesting to study further about the implementation of the APK facilitation policy and campaign material by the Banyumas Regency Election Commission that has taken place and in its implementation there is a violation of the installation of APKs and campaign materials that are not in accordance with the regulations set. This study aims to find out and describe the Regional KPU in implementing the APK and campaign material facilitation in 2018 simultaneous regional elections in Banyumas Regency. The research method used in this study is descriptive qualitative. The informant collection technique used in this study was purposive sampling technique. From the results of the research on the implementation of the APK facilitation policy and campaign material according to the compliance approach and the George Edwards III model, it can be concluded that the implementation of the policy has not been considered compliant. This is because the factors of communication, resources, disposition of attitudes and bureaucratic structures which are indicators of compliance have not been carried out optimally. |
