| Abstrak (Bhs. Indonesia) | Formulasi kebijakan merupakan salah satu tahapan penting dalam kebijakan publik, karena pada tahap ini kebijakan dirumuskan mulai dari pencarian masalah hingga menjadi sebuah kebijakan. Pada proses perumusan tersebut juga terdapat aktor-aktor publik yang terlibat. Penelitian ini berfokus pada peran aktor publik potensial dan nilai-nilai (studi tentang proses formulasi kebijakan tentang sistem penyediaan air minum di Banyumas). Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Pemilihan informan menggunakan teknik purposive sampling. Pengumpulan data pada penelitian ini menggunakan wawancara, dokumentasi, dan observasi. Hasil penelitian menunjukan bahwa dalam penetapan agenda yaitu agenda media, agenda publik dan agenda kebijakan terdapat peran aktor yang berbeda. Pada agenda media dimana peran media besar dalam mendistorsi isu kepada masyarakat maupun pemerintah. Sementara agenda publik, dimana isu dibuat dan ditentukan apakah dapat masuk agenda pemerintah. Terakhir agenda kebijakan yaitu perumusan mengenai masalah yang akan diselesaikan, lalu pemilihan alternatif kebijakan hingga pemutusan kebijakan. Pada kebijakan dan strategi daerah sistem penyediaan air minum yang merupakan turunan dari RPJMN, dan realisasi untuk tercapainya nawacita Presiden Joko Widodo yaitu universal access 100.0.100. Pemerintah kabupaten Banyumas, melalui Bappedalitbang sebagai leading sector berusaha merealisasikan hal tersebut juga untuk mengatasi permasalahan air minum di Banyumas. Para aktor yang terlibat cenderung membawa tugas dan fungsi mereka masing-masing, PDAM sebagai penyalur SPAM kota, Dinperkim sebagai penyalur SPAM desa, Dinkes sebagai pengawas kualitas air bersih, bagian hukum sekda kabupaten Banyumas sebagai pengoreksi draft kebijakan dan Radar Banyumas sebagai salah satu media di Banyumas. Nilai-nilai yang dibawa para aktor ialah nilai kebijakan dan nilai organisasi. |

| Abtrak (Bhs. Inggris) | Policy formulation is one of the important stages in public policy, because at this stage the policy is formulated from the search for problems to a policy. In the formulation process there are also public actors involved. This study focuses on the role of potential public actors and values (the study of the policy formulation process on drinking water supply systems in Banyumas). The research method used in this research is descriptive qualitative method. The selection of informants used purposive sampling technique. Data collection in this study uses interviews, documentation, and observation. The results of the study show that in setting the agenda, namely the media agenda, public agenda and policy agenda, there are different actors' roles. On the media agenda where the role of the media is large in distorting issues to the public and the government. While the public agenda, where issues are made and determined whether it can enter the government agenda. Finally, the policy agenda is the formulation of the problem to be resolved, then the selection of alternative policies to termination of the policy. In the regional policies and strategies of the drinking water supply system which are derived from the RPJMN, and the realization of the achievement of President Joko Widodo's aim namely universal access 100.0,100. The Banyumas district government, through the Bappedalitbang as the leading sector, is trying to realize this also to overcome the problem of drinking water in Banyumas. The actors involved tended to carry out their respective duties and functions, PDAM as a distributor of urban drinking water supply system, Dinperkim as the distributor of village drinking water supply system, Dinkes as the supervisor of the quality of clean water, the legal section of the Banyumas district as a corrective draft policy and Radar Banyumas as one of the media in Banyumas. The values brought by the actors are the value of policy and organizational value |
