| Abstrak (Bhs. Indonesia) | Penelitian ini didasarkan oleh RPJMN 2015-2019 yang mana telah diamanatkan agar tersedianya air minum dan sanitasi yang layak bagi seluruh lapisan masyarakat atau disebut dengan “Universal Access” atau “Akses Universal Air Minum dan Sanitasi Tahun 2019”. Artinya pada tahun 2019 masyarakat Indonesia harus mendapatkan akses sanitasi yang layak dan air minum yang sehat sebesar 100 persen. Untuk pencapaian Akses Universal Air Minum dan Sanitasi 2019 tersebut, maka didukung oleh Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) yang telah menjadi salah satu program andalan nasional (Pemerintah dan Pemerintah Daerah) untuk meningkatkan akses penduduk perdesaan terhadap fasilitas air minum dan sanitasi yang layak dengan pendekatan berbasis masyarakat. Program ini sudah berjalan hingga tiga periode dan untuk Tahun ini masuk ke periode ketiga yaitu Pamsimas III dari Tahun 2016 sampai dengan Tahun 2019. Menurut data yang ada sejauh ini ketersediaan akses air bersih dan sanitasi di Kecamatan Cilongok Kabupaten Banyumas belum mencapai 100 persen. Oleh karena itu, Penelitian yang berjudul “Evaluasi Kinerja Program Penyediaan Air Bersih dan Sanitasi Berbasis Masyarkat (Pamsimas) di Desa Sudimara Kecamatan Cilongok Kabupaten Banyumas” memiliki tujuan penelitian yaitu untuk mengevaluasi kinerja program Pamsimas desa Sudimara Kecamatan Cilongok dengan menggunakan model CIPP yang dikenalkan oleh Stufflebeam yang terdiri dari Context, Input, Process dan Product Evaluation. Pada penelitian ini metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pemilihan informan menggunakan purposive sampling. Pengumpulan data pana penilitian ini dilkaukan dengan wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian ini ditemukan bahwa pelaksanaan program Pamsimas di Desa Sudimara dapat dikatakan belum optimal. Hal ini terlihat pada evaluasi konteks yang mana sumber daya yang diperlukan masih sulit untuk diperoleh walaupun untuk pengetahuan mengenai latar belakang dan sasaran program sudah baik. Untuk inputnya sendiri masih kurang maksimal karena partisipasi masyarakat yang tidak maksimal, fasilitas yang dimiliki tidak ada dan iuran yang dianggap masyarakat tidak murah. Untuk prosesnya, kemampuan pelaksana program dapat dikatakan cakap dalam mengerjakan tugasya. Hambatan yang dihadapi desa Sudimara masih sangat banyak baik dari teknis maupun sumber daya manusianya. Sedangkan produknya, hasil yang dirasakan oleh pengelola ada namun bagi masyarakat tidak ada dengan segala kekurangan yang mereka rasakan. |

Inggris) | This research is based on the 2015-2019 National Medium-Term Development Plan (RPJMN) which has been mandated for the availability of adequate water supply and sanitation for all levels of society, called "Universal Access in 2019.” This means that in 2019 Indonesian people must get access to proper sanitation and healthy water by 100 percent. To achieve the Universal Acces in 2019, it is supported by the Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) which has become one of the national flagship programs (Government and Regional Government) to increase rural population access to water and sanitation facilities feasible with a community-based approach. This program has been running for three periods and for this year entered into the third period, namely Pamsimas III from 2016 to 2019. According to available data so far the availability of access to clean water and sanitation in Cilongok Subdistrict, Banyumas Regency has not reached 100 percent yet. Therefore, the research entitled "Performance Appraisal of Community Based Water Supply and Sanitation (Pamsimas) Program in Sudimara Village, Cilongok Subdistrict, Banyumas Regency" has the purpose of research that is to evaluating the performance of the Pamsimas program in Sudimara village in Cilongok District using the CIPP model that introduced by Stufflebeam which consists of Context, Input, Process and Product Evaluation. In this research, the research method used is qualitative descriptive with the technique of selecting informant using purposive sampling. The collection of this research data was conducted with in-depth interviews, observation, and documentation. The results of this research found that the implementation of the Pamsimas program in Sudimara Village was not optimal. This can be seen in the evaluation of contexts where the human resource are still difficult to obtain even though the knowledge of the background and objectives of the program is good enough. For the input itself, it is still not optimal because the community participation is not maximal, the facilities that are owned are not available and contributions that are considered by the community are expensive for them. For the process, the ability of the program implementer can be said to be capable in doing the task. There were quite a few obstacles faced by Pamsimas Sudimara from both the technical and human resources. Whereas the products, the results felt by the managers exist but for the community there is no with all the shortcomings they feel. |
