Indonesia) | ABSTRAK Fokus utama meningkatkan pendidikan salah satunya dengan pemerataan pendidikan, diwujudkan dalam Peraturan Menteri Pendidikan dan Kebudayaan Nomor 17 Tahun 2017 Tentang Penerimaan Peserta Didik Baru. Tujuan penelitian mendeskripsikan dan menganalisis implementasi Peraturan Menteri Pendidikan dan Budaya Nomor 17 Tahun 2017 tentang Penerimaan Peserta Didik Baru pada SMA di Banyumas dengan sampel SMA 1 Purwokerto dan SMA 1 Sokaraja. Penelitian menggunakan indikator keberhasilan implementasi peraturan tersebut yaitu objektivitas, akuntabilitas, transparansi, tanpa diskriminasi. Kemudian dilihat dari indikator What’s Happening and Why dari Ripley dan Franklin yaitu banyaknya aktor yang terlibat, kejelasan tujuan, kerumitan program, partisipasi pasa semua unit, faktor yang tidak terkendali. Metode penelitian yaitu kuantitatif deskriptif dengan teknik pengambilan sampel yaitu sampling jenuh. Sumber data penelitian adalah kuisioner, wawancara, dan dokumentasi. Hasil penelitian menunjukkan Penerimaan Peserta Didik berjalan secara objektif, akuntabel, transparansi, dan tanpa dikriminasi. Distribusi frekuensi indikator banyaknya aktor yang terlibat termasuk pada kategori banyak 59,2% artinya aktor yang terlibat dalam implementasi sudah cukup banyak sesuai ketentuan. Indikator kejelasan tujuan termasuk pada kategori jelas 100% artinya memiliki kejelasan tujuan, indikator kerumitan program termasuk pada kategori cukup rumit 93,4% masih tergolong rumit, indikator pertisipasi pada semua unit masuk pada kategori tinggi 100% partisipasi aktif dan merata, indikator faktor yang tidak terkendali masuk pada kategori ada 85,5% jadi terdapat faktor lain yang mempengaruhi implementasi. Diperoleh kesimpulan implementasi Peraturan Menteri Pendidikan dan Kebudayaan Nomor 17 Tahun 2017 pada SMA 1 Purwokerto dan SMA 1 Sokaraja berjalan lumayan baik, belum maksimal dikarenakan peraturan tersebut masih baru, mekanisme belum terlalu siap. Inggris) | ABSTRACK One of the main focuses in improving education by equity of education, manifested in the Minister of Education and Culture Regulation Number 17 of 2017 concerning New Student Admission. The purpose of this study is to describe and analyze the implementation of Minister of Education and Culture Regulation Number 17 of 2017 concerning New Student Admissions to High Schools in Banyumas with a sample of SMA 1 Purwokerto and SMA 1 Sokaraja. This Research uses indicators of successful implementation of these regulations namely objectivity, accountability, transparency, and without discrimination.Then seen from the indicators of What 's Happening and Why from Ripley and Franklin, namely the profusion of actors, the multiplicity and vagueness of goals, the complexity of government programs, the participation of governmental units at all territorial levels, and the uncontrollable factors that all affect implementation. The research method is quantitative descriptive with a sampling technique that is saturated sampling. Data sources in this study were questionnaires, interviews, and documentation. The results of the study indicate that the implementation of Student Acceptance has been carried out objectively, accountably, transparently, and without discrimination. Frequency distribution shows that the the profusion of actors indicator involved is in the 59,2% many category, which means that the actors involved in the implementation are quite in accordance with the provisions. The multiplicity and vagueness of goals indicator is included in the 100% clear category, which means having goal clarity, the complexity of government programs indicator of the program is in the 93,4% as quite complicated category which means it is still complicated, the indicator of participation of governmental units at all territorial levels is in the 100% clear category which means active and equitable participation, and the uncontrollable factors that all affect implementation indicators are included in the category of 85.5%, which means there are other factors that influence implementation. It was concluded that the implementation of the Minister of Education and Culture Regulation Number 17 of 2017 at SMA 1 Purwokerto and SMA 1 Sokaraja was running quite well, not maximally because the regulation was still new, the mechanism was not too ready.
